(Haiphong.gov.vn) – Notice No. 39/TB-VPCP demonstrated Priminister Pham Minh Chinh at the meeting with leaders of Hai Phong City that Hai Phong should develop modern, smart, efficient and world-class logistics services in line with the city’s situation and general development, in which airway logistics and seaway logistics were of special priority.

On behalf of the Government, the Prime Minister acknowledgedand highly appreciated the City Party Committee, Government, Army, People’s effort and important achievements in socio-economic development, national security, social welfare, Party and political system building, actively contributing to overall achievements of the whole country in 2021.
However, the City still had shortcomings and limitations, namely: economic development scale had not been commensurate with potentials, advantages, investment and attention of the Central Government; cultural development was not on a par with socio-economic development and other sectors; administration and digital transformation efficiency has not been improved (low nationwide rankings regardingas the efficiency in governance and public administration, information technology application and digital transformation nationwide ranking); population growth had not been commensurate with the city's requirements for fast and sustainable development; lack of human resources, especially high-quality human resources; budget revenue was high though domestic revenue proportion was not commensurate with potentials and strengths.
Regarding the future immediate misions, the City should urgently implement goals and tasks identified in Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on construction and development of Hai Phong, Resolution No. 108/NQ-CP dated November 26, 2019 of the Government, Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for developing Hai Phong City.
Further promoting the spirit of self-reliance, resilience, relying on science and technology, innovation, and digital transformation for rapid, comprehensive and sustainable development in national defense and security, socio-economic development, in which the City developed y in green and modern industry; eco-tourism with high quality; advanced, intelligent and convenient service; green, clean and sustainable agriculture.
Besides, the City should maintain harmonious development in all sectors, especially cultural development, must be commensurate with socio-economic development and national security and defense; develop plans to increase population and improve human resources quality. It was necessary for the City to consider internal resources (with three pillars: people, nature, cultural and historical traditions) as basic, long-term, strategic and decisive ones, while external resources (capital, technology, management capacity…) were important and breaking through ones.
In order to make the most of advantages of Lach Huyen Seaport as the largest and most modern deep-water port in northern region, the Port’s management and design must follow a modern management model by digital technology, automatic application to build a green, clean and non-polluting port. In addition, Hai Phong should invest in large industrial parks with 5-in-1 model, synchronous infrastructure of industry, services, smart cities, health care and education.
It was also a vital need to develop Hai Phong City into a center for regional connectivity in which Hai Phong City must make more contribution to the whole country for overall growth, deserving of great attention and investment from the Central Government as well as natural conditions with numerous potentials and advantages.
Fostering faster, more peremptory and efficient digital transformation
As for key tasks and solutions in the coming time, it was important to thoroughly, seriously, practically and effectively implement the 13th Party Congress’s Resolution, Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on construction and development of Hai Phong City to 2030, vision to 2045; Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for developing Hai Phong City, resolutions of the Government and the City Party Congress.
The City needed to continuously carry out effective and successful epidemic prevention and control to restore and facilitate socio-economic development; complete vaccination for people over 18 years old in December 2021, complete the 3rd dose in the first quarter of 2022 and complete vaccination for those of 12-17 year olds in January 2022;
Research on developing a systematic and strategic city’s planning with detailed foresight, innovative thinking to identify and promote potentials, outstanding opportunities, competitive advantages, and optimize available land, forest, water and natural resources of the City;
Accelerate administrative procedure reform, improve governance and provincial competitiveness capacity, enhance a number of people and businesses administrative service indicators; develop modern, smart, efficient, world-class logistics services, in line with the city’s situation and general development in which airway logistics and seaway logistics were of special priority;
Promote faster, more drastic and effective digital transformation; focus on studies of green and clean energy, especially offshore wind energy,meanwhile research and development of LNG gas power projects should be transferred to other localities to ensure a harmonious balance of energy development among localities;
Continuously maintain and promote solidarity and unity, strengthen the building and rectification of a strong and transparent Party and political system; improve the leadership capacity and strength of Party organizations and their members; fight against negative manifestations, corruption and wastefulness, focusing the synergy of the whole political system;
Well perform tasks of protecting national independence and sovereignty at sea areas, territorial integrity; maintain political stability, social order, security, safety; constantly improve the spiritual and material life of people, develop equivalently to the city’s position, historical-revolutionary traditions, and to the wishes of Hai Phong people and compatriots across whole country.
Urgently complete dossiers for adjusting Master Plan of Hai Phong City
The Prime Minister basically agreed with recommendations of Hai Phong City in addressing mechanisms, policies, decentralization to improve the city's activeness, creativity and self-responsibility. The City selected projects with feasibility, sufficient time, conditions, resources and capacity for effective implementation.
Regarding the amendment of the City’s Master plan to 2040, with a vision to 2050, it was necessary to strictly comply with Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo; Action Program No. 76-Ctr/TU dated July 8, 2019 of Standing Committee of Hai Phong City Party Committee; inherit and promote the ideologies and contents in Decision No. 1448/QD-TTg dated September 16, 2009 of the Prime Minister on approving the master plan adjustment on construction of Hai Phong City to 2025, with a vision to 2050 and Decision No. 535/QD-TTg dated May 15, 2018 of the Prime Minister on approving tasks of adjusting Hai Phong City Master Plan to 2035, with a vision to 2050 when making adjustments.
The Prime Minister urged Hai Phong City People's Committee to soon complete adjustment dossiers of Hai Phong City Master Plan to 2035, with a vision to 2050, making sure not to adjust green land for other purposes, increasing green land percentage when relocating factories, enterprises, agencies in central urban areas to ensure special urban standards and remove regulation violated projects out of adjustment master plan according to directions of Deputy Prime Minister Le Van Thanh in Notice No. 275/TB-VPCP dated October 22, 2021, and propose Ministry of Construction to take leading responsibility and coordinate with other relevant ministries, agencies for evaluation in accordance with legal regulations, and report to the Prime Minister for approval afterwards.
About the adjustment of Cat Bi International Airport planning with an expected capacity of 13 million passengers by 2030 and 16.6 million passengers by 2040, the Prime Minister agreed on Hai Phong’s policy and assigned Ministry of Transport to urgently complete master plan on national airport system development in the period of 2021 - 2030, with a vision to 2045 according to the conclusion of the Prime Minister at the Standing Government meeting on December 7, 2021; study and develop a detailed planning for Cat Bi International Airport supplementing runway No. 2 to ensure adequate capacity to meet the needs of the city's socio-economic development.
Regarding international airport construction in Tien Lang District after 2030, the Prime Minister assigned Ministry of Transport to study construction plan of Tien Lang airport according to approved master plan on developing national airport system in the period of 2021-2030, with a vision to 2050.
