After expanding its development space, Hai Phong now covers an area of over 3,194 km², with a population exceeding 4.6 million, making it the locality with the third-largest economic scale in the country. Notably, the Lach Huyen International Gateway Port, one of the world’s leading deep-water ports, can accommodate vessels of over 200,000 tons and offers direct connections to Europe and the Americas, enabling Hai Phong to integrate deeply into global supply chains.
Roads: A well-developed network of expressways, national highways, and regional routes ensures seamless connectivity with major economic centers.
Aviation: Cat Bi International Airport meets ICAO 4E standards, and together with the planned Tien Lang Airport, will expand the city’s international transport network.
Inland waterways: With more than 1,000 km of waterways, Hai Phong optimizes multimodal transport, reducing logistics costs and environmental emissions.

The city has a large reserve of industrial and urban land, with 45 industrial parks (over 12,000 hectares) and 97 industrial clusters (around 5,000 hectares), along with three key economic zones: Dinh Vu - Cat Hai Economic Zone, the Southern Coastal Economic Zone, and a specialized economic zone integrating high technology and innovation, which serve as the main drivers of growth.
At the same time, Hai Phong is oriented toward becoming an international logistics hub, with a system of 19 logistics centers planned by 2030, contributing to enhanced competitiveness and optimized supply chains. Hai Phong aims to maintain GRDP growth of 13–14% per year by 2030; achieve a GRDP per capita of over USD 11,000; reach export turnover of around USD 75 billion; and handle approximately 380 million tons of cargo through its seaports. The city focuses on developing priority sectors such as high-tech industry, logistics, seaports, e-commerce, marine and island tourism, and high-tech agriculture, while also promoting digital transformation and administrative reform.
The implementation of special mechanisms and policies under National Assembly Resolution No. 226, with 41 specific mechanisms and policies, has opened a new development milestone for Hai Phong, focusing on three main pillars: science, technology and innovation; the Free Trade Zone; and social welfare and human resources, thereby creating new development space.
In particular, the Hai Phong Free Trade Zone, covering more than 6,200 hectares, features a “one-stop” comprehensive mechanism and special investment procedures that are close to international standards. It is expected to create breakthroughs in attracting next-generation FDI and developing high-tech industries, finance, and logistics.
