Investment Newspaper had an interview with Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee around this topic.

In the complicated context of Covid-19 epidemic, Hai Phong has remained stable and safe, prevented disease outbreaks, ensured economic growth as well as stabilized people's lives. These showed that Hai Phong currently has a very stable economic and social environment, Sir?

Like many other localities across the country, before the complicated context of Covid-19 epidemic from the beginning of 2020 until now, Hai Phong has also coped with many difficulties. Under the leadership and direction of Central Government and Municipal Party Committee, Municipal People's Council, Municipal People's Committee, the participation of the whole political system, Hai Phong City has firmly "surpassed the storm", continued to develop stably and comprehensively, becoming a national bright spot in many fields.

Continuing to promote the embellishment and upgrading of central urban area

In the period of 2020 - 2025, Hai Phong will balance and allocate budget reasonably to continue promoting the embellishment and upgrading of central urban area, especially urban areas along rivers flowing through inner city, forming landscapes and social welfare works with high cultural value. Basically completing major works and projects in accordance with urban space development planning with 3 breakthrough directions (North of Cam River, Cat Hai - Cat Ba, Do Son and along Lach Tray River).

Urgently finish legal procedures to upgrade Thuy Nguyen District into a city under the City, An Duong District into an urban district before 2025 and Kien Thuy District into an urban district before 2030.

In 2020 Hai Phong City completed 11/18 key socio-economic targets, including a number of high-level completion targets such as: GDP per capita, foreign direct investment (FDI) attraction, export turnover... Particularly, the growth rate of GRDP reached 11.22%, nearly 4 times higher than national average and much higher than that of 5 cities under central government.

Hai Phong implemented many drastic measures to direct localities and units in the collection and management of budget expenditures strictly, efficiently and economically. As a result, the City achieved domestic budget revenue of over 32,700 billion VND in 2020, equal to 106% of ordinance estimate, an increase of more than 20% compared to 2019.

In the first 6 months of 2021, Hai Phong City economic growth still has high development compared to national average and other provinces and cities: gross domestic product (GRDP) is estimated to increase by 13.52% over the same period, about 2.4 times higher than national average.

These impressive results have confirmed the business investment environment and production capacity of Hai Phong's economy. The City's Provincial Competitiveness Index (PCI) in 2020 continued to rank up at 7th place of 63 provinces and cities with 69.27 points - the highest ranking and score of the City up to this time.

Socio-economic development policies have always received the sympathy, support, and good public opinion of people, business community, and have been confirmed by actual results. Thanks to those achievements, Hai Phong succeeded in keeping safe and implementing "dual goals”.

Resolution No. 45-NQ/TW in 2019 of Politburo, Resolution of the 16th City Party Congress, term 2020 - 2025 is the guideline for all activities and success of Hai Phong. So, what are the basic features of Hai Phong's path from now to the end of 2025 and a vision to 2030 and 2045?

Resolution No. 45-NQ/TW of Politburo defines the biggest target that by 2045, Hai Phong must become a city with a high-level development in the group of leading cities in Asia and the world.

Meanwhile, by 2025, Hai Phong must basically complete the cause of industrialization and modernization; meet the criteria for grade I urban areas; become an industrial city in the direction of modernity; is a national key marine economy, a center for national logistics service, a national center for training, research, application and development of marine science and technology, a Northern region center for fisheries, fishery logistics and search and rescue services; make Cat Ba, Do Son together with Ha Long becoming international tourism centers; complete the relocation of the City's political and administrative center to the North of Cam River; building an urban government with a streamlined apparatus, effective and efficient operation.

By 2030, Hai Phong will become a modern, smart and sustainable industrial city in Southeast Asia; a modern international logistics service center by seaway, airway, highway, high-speed railway; an international center for training, research, application and development of science - technology with professions of maritime, oceanography, and marine economy; basically meet the criteria of special urban areas; complete the upgrading of 50% rural districts into urban districts; build and complete urban government in accordance with smart city requirements.

Focus on accelerating the progress of important transport infrastructure projects being implemented in city area; these are new projects and works such as Cat Bi International Airport expansion, Nguyen Trai Bridge, Vu Yen II Bridge, Ben Rung Bridge, Rao Bridge III, a new route connecting city center to Do Son, Ring Roads 2 and 3, new terminals at Hai Phong International Gateway Port; continue to kindly request the Government to approve policies and launch Hai Phong - Hanoi - Lao Cai high-speed railway project; strive to 2025 to have a synchronous, modern and continuous transport infrastructure system, worthy of being an international trade center and a driving force for economic development of whole country.

In 2021, the first year of implementing the Resolution of the 16th Hai Phong City Party Congress , many policies and decisions have been issued, which have resonated and agreed very well by the City people. What are the notable contents, Sir?

One of key tasks paid attention to leading and directing by Hai Phong City Party Committee is personnel works. Over the past years, Municipal Party Committee has focused on leading, directing and consolidating the team of leaders and managers at all levels to basically ensure quantity, quality and meet task requirements.

Standing Committee of Municipal Party Committee issued Conclusion No. 09-KL/TU on strengthening young officials to hold leadership positions at district and commune levels; arranging and rotating officials among localities, agencies and units in Hai Phong City Party Committee. for the term 2020 - 2025. In order to implement this conclusion, Hai Phong will arrange each district a young leader under 35 years old; each commune and ward a Vice Chairman of People's Committee under 30 years old for rejuvenating personnel works. Each district will arrange 20-25% of communes, wards and towns with young officials under 30 years old to strengthen the position of Vice Chairman of People's Committee.

An important concern area is the development of socio-economic infrastructure. In particular, urban infrastructure is continuously invested to further improve life quality of the City people. From now to 2030, the City will invest in building more than 100 bridges with a total investment of more than 83,000 billion VND, with 100 bridges over rivers, 13 viaducts and 13 bridges on ring roads.

In order to improve people's living space, create architecture space and urban landscape, Hai Phong has built a number of parks at city, district and ward levels. In 2021, the City will build 7 parks with a size of about 0.5 ha/park in 7 urban districts and 10 parks in towns; strive to build a green park in each ward in the period of 2021 - 2025.

In 2021, Hai Phong will focus on renovating sidewalks for 6 city center roads, including underground of all telecommunication and power cables. The City is continuing to research and implement a plan to renovate and embellish pavements of about 300 roads in urban districts with a total investment of about 11,000 billion VND.

Along with that, Hai Phong also shows their concern for the enhancement of the citizens’ quality of life by speeding up the construction of new apartments to replace old ones. Striving to complete HH1-HH2 Dong Quoc Binh apartment buildings, and putting into use in the first quarter of 2022. Focusing on preparing documents and procedures to deploy the construction of Van My apartments in Ngo Quyen district...

The project on adjusting the general planning of Hai Phong City to 2035 with a vision to 2050 is being submitted to Prime Minister for consideration and approval. In which, Hai Phong urban area will develop according to the model of "multi-center urban", instead of a center and satellite cities as before. At the same time, three rivers: Cam, Lach Tray and Van Uc are considered as fulcrums that open up the city's architectural and ecological landscape strips to serve economic development and improve the living conditions and quality of the City people.
