Hai Phong breakthrough in administrative reform through the local enterprise dialogue model

To realize the goal of making Hai Phong an attractive and reliable destination for investors, the Hai Phong City People's Committee recently issued Plan No. 82/KH-UBND dated March 13, 2026, regarding the organization of annual city enterprise dialogue conferences at departments, agencies, and People’s Committees of communes, wards, and special zones. This is seen as an important step to fundamentally change the interaction between the government and businesses, shifting from management to companionship and service.

Establishing a Multi-Level Dialogue Model

The newest feature of Plan 82 is the expansion of the dialogue scale to the local level. Consequently, not only city-level departments and agencies but also the People's Committees of communes, wards, and special zones must proactively develop plans and organize dialogues with the local community of businesses, cooperatives, and business households.

The core objective of this activity is to promptly resolve and remove difficulties and obstacles arising in production and business, particularly issues related to administrative procedures at state administrative agencies. Through this, the city expects to build strong trust for investors, promote production and business activities, and significantly improve the Provincial Competitiveness Index (PCI) as well as the Departmental and District Competitiveness Index (DCCI).

Professional and Transparent Organizing Process

To ensure the dialogues are substantive and avoid being merely for show, the City People's Committee has set strict requirements for the implementation process.

  • Preparation: Each year, units must develop detailed plans before February 15 (for 2026 specifically, the completion deadline is before April 15, 2026). The notice of the conference must be publicly posted at public administrative service centers and on the unit's website at least 30 days before the event. This notice must include specific instructions on how to register and registration forms for sending petitions.
  • Conditions for Organizing: A conference is only eligible to proceed when at least 15 businesses/cooperatives/business households register to attend with at least 05 petitions (for communes and wards, the requirement may be lower, but there must be at least 03 petitions). If the required number of businesses or petitions is not met, the organizing unit must report in writing on the suspension or postponement of the conference to the Department of Finance.

Innovating Formats and Focusing on Definitive Petition Resolution

Hai Phong encourages localities to flexibly apply creative dialogue models to create an open space, such as "Business Coffee" or "Saturday with the Secretary/Chairman". Attendance is mandatory for the leadership of the presiding unit, representatives of city leadership, and representatives of units related to the content of the petitions to provide direct answers at the conference.

Clear principles for resolving obstacles have been established:

  • Petitions within the unit's authority must be answered and resolved directly at the conference.
  • If an immediate answer cannot be provided, the unit must have a written response no later than 07 working days after the conference.
  • For complex issues requiring coordination between multiple departments, the presiding unit must proactively coordinate and respond to the business no later than 15 working days.
  • For petitions exceeding their authority, the unit must report to the City People's Committee for direction or guide the business to the correct functional agency.

Plan 82 also clearly stipulates that dialogues focus only on production/business difficulties and administrative procedures, and will not resolve petitions related to judicial authority, citizen complaints, or denunciations.

Supervision and Periodic Reporting System

To ensure effective implementation, the City People's Committee has assigned the Department of Finance as the focal point for supervision. Organizing units must send results reports along with written responses to petitions to the Department of Finance no later than 07 working days after the conference concludes. Based on this, the Department of Finance will synthesize quarterly results to report to the City People's Committee and urge functional agencies to completely resolve pending petitions. Information regarding dialogue times, content, resolution results, and conference conclusions must be regularly reviewed and updated in the "Enterprise Dialogue" section on the units' websites for easy tracking by businesses and citizens.

With decisive leadership and a transparent, specialized dialogue process from the city down to the local level, Hai Phong is sending a strong message about building a constructive government acting in the interest of the business community. The implementation of Plan 82 promises to remove the final "bottlenecks" in administrative reform, creating new momentum for the port city's socio-economic development in the 2025-2030 period.
