Hai Phong: Breakthrough Foreign Affairs Milestones in February 2026

In February 2026, foreign affairs activities in Hai Phong City were vibrant and effective, affirming the port city's position in the process of deep international integration with several outstanding results.

Breakthroughs in Political Diplomacy and International Regional Linkages

The most significant highlight of the month was the successful organization of a city delegation led by City Party Secretary Le Tien Chau to attend the Spring Meeting Program and the 17th Joint Working Committee Conference in Guangxi, China.

  • New Position: For the first time, Hai Phong participated in the conference as an official member, opening opportunities for deep participation in multilateral dialogue mechanisms and practical cooperation with other Vietnamese localities as well as the Guangxi Zhuang Autonomous Region.
  • High-tech Cooperation: The delegation co-chaired seminars and surveyed the China-ASEAN Artificial Intelligence (AI) Application Center, while also working with AI enterprises and Nanning leaders to promote infrastructure investment and innovation.
  • Delegation Exchanges: During the month, the city contacted and worked with 11 international delegations (38 people) from South Korea, Japan, Russia, Italy, the United States, Turkey, and more. Simultaneously, the city organized and managed 10 outgoing delegations (41 people) for exchange and study abroad.

Economic Diplomacy: A Trusted Destination for Global Corporations

The city continued to affirm its appeal to foreign investors through reception activities and working sessions with major partners:

  • Worked with LG Display Vietnam Co., Ltd. in Hai Phong, the Port of Singapore Authority (PSA) Group, and QSI International School.
  • Supported the working delegation from Yokkaichi Province (Japan) during their field surveys at HICT Port and Nam Cau Kien Industrial Park.
  • Implemented surveys for cherry blossom tree planting locations donated by Japanese partners to the city.

Cultural Diplomacy and Connecting Overseas Vietnamese Resources

  • Spring in Homeland (Xuân Quê hương) 2026: Successfully organized the program with the participation of approximately 400 overseas Vietnamese and their relatives, helping the overseas Hai Phong community better understand the development of their homeland and arousing national pride to join hands in building the city.
  • Image Promotion: Finalized a video promoting Hai Phong to the world and supported a reporter delegation from the Rossiya-24 (Russia) television channel operating in the locality.
  • Education and Youth: Organized the "Following Uncle Ho's Footsteps" research and study camp in China and surveyed the needs for Japanese language teacher training.

Consular Affairs and Administrative Reform

  • Citizen Protection: Promptly protected 05 citizens deported by Myanmar for illegal entry and supported the safe return of citizens who had illegally entered China.
  • Administrative Reform: Licensed 02 international workshops with 100% of procedures performed via level 4 online public services, ensuring transparency and compliance with regulations.

Mission Orientations for March 2026

Building on these achieved results, in March, the city will focus on implementing cooperation agreements signed with Guangxi Province (China) and intensifying FDI attraction into three pillars: high-tech industry, seaports-logistics, and tourism-trade. Simultaneously, the city will prepare for the Hai Phong Cherry Blossom Festival 2026 and maintain the goal of attracting 4-5 million USD/year in non-governmental aid.
