In an effort to transform education and training into a sustainable driver for socio-economic development, the Hai Phong City People's Committee recently issued Plan No. 136/KH-UBND dated April 16, 2026, regarding the provision of facilities for public preschools and general schools for the 2026-2030 period. This plan involves a massive investment scale of nearly 11,600 billion VND, promising to fundamentally change the educational landscape of the port city in the coming years.

Strategic Vision and Breakthrough Goals
The plan is built upon key legal foundations, including Resolution No. 71-NQ/TW of the Politburo on breakthrough developments in education and the Hai Phong Education Development Project towards 2030, with a vision to 2045. The core objective is to invest in standardized classrooms, subject-specific rooms, and sanitation facilities to completely address the current shortage of educational infrastructure.
For the 2026-2030 period, the city has set several impressive targets:
- 3,745 new permanent classrooms: Priority is given to Junior High Schools (1,342 rooms), followed by Primary Schools (1,131), Preschools (725), and High Schools (547).
- 3,994 blocks of subject-specific and support rooms: Junior High Schools account for the largest share with 1,527 rooms.
- 1,427 permanent sanitation facilities: Ensuring a clean and safe pedagogical environment for students at all levels.
- Equipment procurement: Investing in 131,855 sets of minimum teaching equipment to effectively serve the 2018 General Education Program.
Additionally, the plan prioritizes resources for the construction of Tran Phu Gifted High School (Phase 3) and the relocation and completely new construction of Nguyen Trai Gifted High School, with a total estimated cost of over 1,294 billion VND.
Financial Resources and Investment Structure
The total estimated budget to implement the plan is 11,569.992 billion VND, reflecting the city's special priority for education as a "top national policy". This funding is flexibly structured from the city budget, local budgets (communes, wards, and special districts), and other legal socialized capital.
The city has affirmed the leading role of the provincial-level budget for key educational levels:
- High Schools and Gifted Schools: The city budget ensures 100% of construction costs.
- Preschool, Primary, and Junior High Schools: The city budget supports 50%, while local budgets cover the remainder.
- Teaching equipment: The city provides 50% to 90% support depending on the level, with the rest mobilized from local sources and socialization.
The disbursement roadmap is scientifically phased by year to ensure feasibility. 2026 will begin with a focus on sanitation facilities for preschools through Junior High Schools and addressing classroom shortages for preschools with a budget of over 1,580 billion VND.
Solving the Educational Land Fund "Puzzle"
To resolve one of the biggest bottlenecks in educational investment—land funds—Hai Phong plans to allocate an additional 43.4 hectares of land for 109 schools capable of expansion during 2026-2027. The city will also prioritize reviewing redundant state agency headquarters to renovate and repurpose them as educational facilities. For areas lacking expansion space, the city allows flexible technical solutions such as adding floors to existing buildings and reorganizing layouts to ensure sufficient functional rooms.
Clear Assignment of Responsibilities
To ensure effective implementation, specific tasks have been assigned to relevant departments:
- Department of Education and Training: Leads and coordinates inspections, monitoring, and annual reporting.
- Department of Finance: Ensures the timely balance and allocation of capital to localities.
- Department of Construction: Provides guidance on planning and manages construction according to standards to ensure efficiency and savings.
- Local Authorities (Communes, Wards): Bear direct responsibility for local construction planning, land reviews, and directing investment projects according to their decentralization.
