Hai Phong Approves Training Plan for over 15,000 Officials in 2026

On February 10, 2026, the Hai Phong City People's Committee officially issued Plan No. 44/KH-UBND regarding the training and fostering of officials, civil servants, and public employees for the year 2026. This is a strategic step to enhance human resource quality, meeting the requirements of specific job positions and the city's international integration process.

According to the approved plan, the city expects to organize 108 training and coaching classes for a total of 15,020 participants. The estimated total budget for implementation is 22.5 billion VND. Prioritizing training in 2026 is considered an urgent task as Hai Phong implements a two-level local government model following the merger of administrative units, which has led to fundamental changes in the organizational structure and operating methods of many units. The city aims to provide timely training so that officials in new positions can operate stably, smoothly, and effectively.

A prominent new feature in this year's plan is the introduction of training programs that approach world-class advanced management models:

  • Experience-sharing in South Korea: The city will send a delegation of 23 leaders from the City People's Committee and various departments for 12 days of fostering in Seoul and Busan. The content focuses on digital transformation, AI technology, and smart city management to learn the latest technological trends for application in Hai Phong.
  • Artificial Intelligence (AI) Application: Organizing training classes on effective AI application skills in the performance of public duties for officials and civil servants at all levels.

In addition to fostering knowledge in state management and foreign languages, Hai Phong is paying special attention to solutions for improving the PARINDEX (Public Administration Reform Index), PCI (Provincial Competitiveness Index), and PAPI (Public Administration and Governance Performance Index). The plan also includes training for 2,388 commune-level People's Council delegates and in-depth coaching on public service ethics and office culture.

The Department of Home Affairs has been assigned to lead the initiative, coordinating with the Department of Finance and units such as the To Hieu Political School and Hai Phong University to implement the classes. The City People's Committee requires that training must be closely linked to the subsequent assignment and utilization of officials, ensuring transparency, openness, and thriftiness.

With methodical preparation and significant investment, the 2026 Training Plan is expected to create a team of officials who are both "red and expert," ready to lead Hai Phong steadily into a new era of development.
