Hai Phong Approves Reorganization of Farmer Support Fund: Consolidating Resources to Drive Sustainable Agricultural Growth

On June 23, 2026, during the 2nd Session of the 17th City People's Council, Hai Phong officially passed Resolution No. 25/NQ-HĐND regarding the approval of the "Scheme to perfect the Farmer Support Fund of Hai Phong City". This is a strategic move to streamline the organizational apparatus and enhance economic support for farmers following the city's administrative realignment.

An Urgent Requirement from Post-Merger Realities

The issuance of this Resolution stems from objective demands following the merger of Hai Phong City and Hai Duong Province into the new Hai Phong City. Prior to the merger, both localities operated separate Farmer Support Funds as extra-budgetary state financial funds. The parallel existence of two funds within a single administrative boundary necessitated a reorganization to ensure unity in organization and operation.

According to the appraisal report by the Economic and Budget Committee, over 2.27 billion VND in the Hai Phong fund and over 9.55 billion VND in the Hai Duong fund remained undisbursed. This was primarily because, under the new local government model, the scheme to perfect the organization had not yet been approved, leading to a lack of legal basis for loan procedures. Therefore, passing this Resolution is the "key" to unlocking these funds to meet the significant credit needs of farmers.

Core Content of the Reorganization Plan

Resolution No. 25/NQ-HĐND clearly defines that the reorganization of the Farmer Support Fund of Hai Phong City will be implemented by merging the Farmer Support Fund of Hai Duong Province into the Farmer Support Fund of Hai Phong City.

Legally, this Resolution repeals previous inconsistent documents. The reorganization fully complies with Government Decree No. 37/2023/NĐ-CP and the Ministry of Finance's orientation to consolidate extra-budgetary state financial funds with credit characteristics into a single focal point at the local level.

A significant highlight of the session was the plan to supplement charter capital. The City Farmers' Union proposed an addition of 50 billion VND in charter capital for the 2026–2030 period. This capital will be integrated into medium-term and annual public investment plans for consideration and decision by competent authorities based on budget balancing capabilities.

Expectations for Innovation and Effective Support

Following the reorganization, the new Farmer Support Fund will sign contract addenda to establish a new legal entity status for loans inherited from Hai Duong that have not yet reached maturity. These loans will continue under existing contracts until the capital is recovered to ensure continuity and protect the rights of borrowers.

Regarding operational criteria, the Fund commits to ensuring that loans are granted to the right subjects, for the right purposes, and with full transparency. Capital allocation across localities post-merger will be based on actual demand and the feasibility of production and business plans. The Fund will prioritize farmer groups with production plans aligned with the city's agricultural and rural development orientations. Notably, preferential interest rates will be applied only once for any single production plan to ensure fairness and the principle of capital preservation.

The City People's Council also placed special emphasis on the Fund's assisting apparatus. In the spirit of the Resolution, this apparatus must be restructured to be lean and efficient, avoiding overlapping functions and tasks.

Implementation and Supervision

The City People's Council has tasked the City People's Committee with directing the implementation of the Resolution and urgently finalizing the Scheme and Charter of Organization to stabilize operations quickly. The Standing Committee of the People's Council, its committees, and delegates will be responsible for strictly supervising this process.

Approving the reorganization of the Farmer Support Fund is not merely an administrative task; it demonstrates the city's deep concern for the agricultural and rural sectors. With unified resources and a transparent operating mechanism, the Fund is expected to become a vital financial lever, helping Hai Phong farmers confidently invest, innovate production, and increase their income in this new era.
