On June 23, 2026, during its 2nd Session, the 17th Hai Phong City People's Council officially passed Resolution No. 26/NQ-HĐND regarding the approval of the Project to establish the Cooperative Development Support Fund of Hai Phong City. This policy aims to consolidate resources, streamline the organizational apparatus, and create a powerful driving force for the collective economic sector following the city's administrative reorganization.

An Urgent Requirement from Administrative Realignment
The establishment of the new Cooperative Development Support Fund is implemented on the basis of merging the Cooperative Development Support Fund of Hai Phong City and the Cooperative Development Support Fund of Hai Duong Province. This decision follows National Assembly Resolution No. 202/2025/QH15, which ordered the merger of the entire natural area and population of Hai Phong City and Hai Duong Province into a new entity named Hai Phong City.
Given that both localities operated their own separate funds prior to the merger, maintaining two parallel entities within the same administrative boundary was no longer consistent with the Central Government's directives on streamlining the state apparatus. Therefore, establishing a single fund is an objective necessity to ensure unified management, enhance the efficiency of resources supporting collective economic development, and comply with Government Decree No. 45/2021/NĐ-CP.
Modern and Transparent Operating Model
According to the newly approved Resolution, the Cooperative Development Support Fund of Hai Phong City will operate as a single-member limited liability company with 100% state-owned charter capital. As an extra-budgetary state financial fund, it operates on a non-profit basis, ensuring capital preservation and growth while maintaining financial autonomy and self-responsibility.
The charter capital of the Fund is approved at 40,000,000,000 VND (Forty billion Vietnamese Dong). This capital is formed from the city budget's development investment source and supplemented by the Investment and Development Fund. Furthermore, the Fund is permitted to mobilize other capital sources in accordance with the Law on Enterprises and its own Charter to expand its support capacity.
Regarding organizational structure, the Fund's management apparatus includes a Chairman, a Supervisor, and a Board of Directors (consisting of a Director, one Deputy Director, an Accountant, and an assisting staff). The city has also requested a specific roadmap for the number of employees in the assisting apparatus to ensure it remains lean and efficient.
High Expectations for Sustainable Collective Economic Growth
Hai Phong currently has nearly 800 cooperatives operating across various sectors, primarily in agriculture, forestry, and fisheries. According to the development plan toward 2030, the city aims to have over 950 cooperatives with more than 380,000 members and over 1,500 cooperative groups. The birth of the reorganized Fund will serve as a vital "anchor," enabling cooperatives and cooperative unions to easily access preferential loans for investment, technological innovation, and production expansion.
To guarantee the rights of all stakeholders, the Establishment Project clearly stipulates that the new Fund inherits all legal rights and obligations of the two former funds. Existing credit contracts, guarantee certificates, and agreements signed prior to the merger will continue to be executed, ensuring continuity and protecting the legitimate interests of related organizations and individuals.
Strict Implementation and Supervision
The City People's Council has tasked the City People's Committee with directing the implementation, promptly issuing the Establishment Decision, and finalizing the Charter of Organization. Simultaneously, functional agencies are required to strengthen inspection and supervision to ensure the principle of capital preservation. Preferential interest rate loans are strictly limited to being granted only once for any single production or business plan, in accordance with current legal regulations.
The approval of the Project to establish the Cooperative Development Support Fund of Hai Phong City is more than just an administrative procedure following a merger. It confirms the city's commitment to standing by and supporting the collective economic sector to grow robustly, contributing significantly to the overall prosperity of the Port City in this new era.
