Hai Phong Approves Local Adjustments to the City's General Plan

On April 10, 2026, the Hai Phong City People's Committee issued Decision No. 1407/QĐ-UBND regarding the approval of local adjustments to the General Plan for Hai Phong City to 2040, with a vision to 2050. This document aims to concretize urban space development orientations, focusing on key areas such as Do Son, Cat Ba, South Cam River, and North Cam River. These core adjustments reflect the city leadership's vision for optimizing land funds and technical infrastructure to meet development requirements in the new stage.

  1. Legal Basis and Necessity of Adjustments

Decision 1407 was developed based on the latest legal grounds, including the 2025 Law on the Organization of Local Governments, the 2024 Law on Urban and Rural Planning (amended and supplemented in 2025), and guiding Decrees. This local adjustment is the result of a thorough review process and has received consensus from the City Party Committee's Standing Board. The primary objective is to update new development needs for tourism, services, housing, and national defense security that were not fully covered in the previous general plan under Decision 323/QĐ-TTg from 2023.

  1. Key Adjustments in Four Priority Areas

The decision details changes to land use functions at seven specific locations, labeled from VT1 to VT7, to provide a new appearance for core tourism and urban centers.

  1. Do Son Area: Expanding Sea-Facing Tourism Space In the Do Son Peninsula, the city decided to adjust approximately 290 hectares of coastal water surface into mixed-use land for urban, service, and tourism purposes.
  • Location VT1 (130ha): Stretches from May 15 Square through the Ben Thoc area to Dau No Mountain.
  • Location VT2 (160ha): Extends from the Van Huong high-end villa project to the Vung Xec area. This conversion aims to supplement the functions of the Do Son tourism area and create space for constructing large-scale, modern tourism infrastructure directly adjacent to the coast.
  1. Cat Ba Area: Forming a High-Class Service and Golf Center In the Cat Hai special zone (specifically the former Xuan Dam commune), the adjustment scale reaches 152 hectares at location VT3. The city adjusted 68 hectares of specialized greenery land and 2 hectares of forestry land into 70 hectares of mixed-use land for urban and tourism services. Additionally, 25 hectares of water surface were converted into specialized greenery land. Following the adjustment, this area will form a synchronized tourism complex featuring 82 hectares of golf course land and mixed service areas to enhance Cat Ba's tourism brand internationally.
  2. South Cam River Area: Rearranging Central Urban Space This area involves flexible adjustments between public functions and residential units across three locations: VT4, VT5, and VT6.
  • At the Cam River coastal strip (VT4): Over 14.5 hectares of public land were adjusted to mixed-use land (including residential) to meet the demand for high-quality housing in the city center, while adding 1.63 hectares for public greenery and transportation.
  • At the Thuong Ly area (VT5): Conversely, 8.19 hectares of mixed-use land (including residential) were adjusted to public-urban service land to form a new mixed-use center.
  • At Kien Minh commune (VT6): 8.2 hectares of residential unit land were converted into public-urban service land.
  1. North Cam River Area: Meeting National Defense and Security Standards At location VT7, situated northwest of the North Cam River New Urban Area, security land was expanded from 4.98 hectares to 12.72 hectares, an increase of 7.74 hectares. This additional land was taken from commercial, service, and urban greenery funds to ensure the required land use norms for the Hai Phong City Police headquarters according to Ministry of Public Security regulations.

III. Technical Infrastructure and Implementation

Alongside changes to land use functions, the technical infrastructure network, including lines, pipes, and focal works, was adjusted to ensure synchronization with the transportation system and planning phases. The city has assigned the Department of Construction the primary responsibility for the following tasks:

  • Ensuring the accuracy of land data and maintaining transparency in soliciting community feedback.
  • Updating these adjustments into the city's General Plan records (QHC-323) for storage and implementation.
  • Publicly announcing the planning contents through mass media and the National Planning Portal, excluding state secrets.

Decision No. 1407/QĐ-UBND is not merely an administrative document but a confirmation of Hai Phong's determination to build a smart, modern, and sustainable port city. Prioritizing land for coastal tourism in Do Son and Cat Ba, alongside the scientific arrangement of urban space in the Cam River area, will serve as a vital lever for Hai Phong to achieve its general planning goals.
