To enhance the effectiveness of state management and ensure consistency in law implementation, on April 16, 2026, the Hai Phong City People's Committee published the List and Data System of Legal Documents for focal and interdisciplinary law implementation monitoring for 2026. This is a vital step toward concretizing Government and city plans, providing a transparent legal database for access by agencies, units, and citizens.

Legal Basis and Systematic Review Process
The issuance of this list is the result of a systematic roadmap implementing central and city regulations, specifically Government Decree No. 80/2025/ND-CP on the organization of law implementation and Prime Minister's Decision No. 46/QD-TTg regarding the focal monitoring plan for 2026. Locally, the Department of Justice led the review in coordination with various departments, the City Military Command, the City Police, and the Economic Zone Authority. After professional consultation and practical synthesis, the list was finalized with 49 valid legal documentsdirectly related to key sectors.
Three "Backbone" Focal Areas for 2026
The published list concentrates on three areas with significant impacts on social life, national defense, and the city's economic development momentum:
- 1. Food Safety: Given the rising demand for quality of life, monitoring food safety law implementation is a top priority. The focus includes functional food management, food testing, and the management of facilities not subject to food safety certification. Key documents include Decision No. 214/2025/QD-UBND on state management responsibilities for food safety and Decision No. 28/2020/QD-UBND on coordinating the management of product and goods quality. It also covers policies for funding livestock and poultry disease prevention to ensure safety at the food source.
- 2. Military and Military Hinterland Policies: This area reflects the city's national defense responsibilities and the tradition of "When drinking water, remember its source". Monitoring focuses on documents regarding policies for resistance participants, those in national defense wars, and international mission performers. Essential documents include Resolution No. 13/2021/NQ-HDND on enlistment support, Resolution No. 06/2025/NQ-HDND on militia spending, and Decision No. 07/2026/QD-UBND on managing meritorious persons' incentive funds.

Investment – Economic Development Momentum: This group holds the largest proportion of the list, divided into non-budget investment (via bidding) and public investment (focusing on compensation and land clearance). For non-budget projects, the city monitors investor selection and foreign investment management through documents such as Resolution No. 38/2025/NQ-HDND on bidding criteria and Decision No. 33/2020/QD-UBND on foreign investment coordination. Regarding public investment, documents concerning land and site clearance have been updated to align with the Land Law 2024. Key documents include Decision No. 158/2025/QD-UBND on Land Law details and the authority of the two-level government system, as well as Decisions No. 171/2025 and 17/2026 on compensation and resettlement.
Ensuring Access and Unified Application
The City People's Committee requires all departments and levels of government (communes, wards, and special districts) to seriously study and apply these documents during their duties. To serve the community, all 49 documents and their data systems are publicly available on the Hai Phong City Portal at http://haiphong.gov.vn. This transparency facilitates legal research for organizations and individuals and serves as a tool for citizens to monitor the government's law enforcement activities.
The Department of Justice will regularly update this data system to match legal changes. By issuing this focal list, Hai Phong affirms its commitment to building a service-oriented administration and a safe business environment.
