Hai Phong and Nanning (China) Promote Cooperation in the Health Sector

Within the framework of the 2026 Spring Meeting Program and the 17th Joint Working Committee Conference held in Nanning City, Guangxi (China) in February 2026, the Hai Phong Department of Health and the Nanning Municipal Health Commission signed an important Memorandum of Understanding (MOU) to strengthen healthcare cooperation between the two localities.

This event is recognized as one of the outstanding achievements of this meeting, contributing to the realization of medical cooperation content agreed upon between the localities of Vietnam and China.

Six Key Pillars of Cooperation

The MOU clearly defines six spearhead areas of cooperation to be implemented in the coming time, including:

  • Delegation Exchange: Organizing exchanges between medical agencies and units to share management and professional experiences.
  • Cross-border Healthcare: Cooperating to provide medical services and patient care between the two cities.
  • Traditional Medicine: Promoting exchanges and cooperation in the research and application of traditional medicine.
  • Research and Training: Exchanging human resources and academics, and cooperating in scientific research. Notably, both sides agreed that the management and publication of joint research results must strictly comply with the intellectual property regulations of each country.
  • Medical Tourism: Developing medical service models specifically for tourists.
  • Medical Technology: Collaborating in the field of pharmaceuticals and modern medical technologies.

Significance and Long-term Vision

The signing of this MOU serves as a crucial legal basis for both sides to deploy exchange activities, which not only improves the quality of medical services and health welfare for the people but also consolidates the traditional friendship between Hai Phong and Nanning.

Beyond bilateral cooperation with Nanning, Hai Phong and other northern border provinces of Vietnam are also implementing a Medical Cooperation Plan for the 2024–2026 period with the Guangxi Health Commission. This plan includes projects for treating thalassemia and cataracts, as well as building a smart warning platform for cross-border disease prevention.

The signatory representing the Hai Phong side was Assoc. Prof. Dr. Le Minh Quang, Director of the Department of Health. The full text of the signed MOU will be publicly posted on the official portals of the city and the Department of Health for the public and relevant units to follow and implement.
