Hai Phong and Guangxi (China) Strengthen Cooperation in Justice and Law

Within the framework of the 2026 Spring Meeting Program and the 17th Meeting of the Joint Working Committee held in Nanning, China from February 10 to 12, 2026, the judicial sector emerged as a highlight in the cooperation between Hai Phong City and the Guangxi Zhuang Autonomous Region.

Signing of the Memorandum of Understanding

To concretize international cooperation policies, the Hai Phong City Department of Justice and the Guangxi Zhuang Autonomous Region Department of Justice signed a Memorandum of Understanding (MOU). This resulted from close coordination to effectively implement the common understandings reached by the senior leaders of the two localities.

The MOU is effective for five years and is prepared in both Vietnamese and Chinese with equal legal validity. The signatory representing Hai Phong was Mr. Ngo Quang Giap, Director of the Department of Justice. According to the agreed content, the two sides will enhance practical cooperation in several key judicial areas:

  • Judicial Administration and Law: Sharing experiences in building socialist legal systems, reform and opening up, and judicial administrative management.
  • Legal Aid and the Dissemination of Legal Education: Continuing the effective implementation of legal aid activities under the 1998 Treaty on Mutual Legal Assistance between Vietnam and China. Simultaneously, both sides will coordinate to disseminate legal regulations to passengers at border areas and gateways.
  • Judicial Support: Strengthening exchanges and sharing experiences in the fields of lawyers, notarization, commercial mediation, and commercial arbitration.
  • Human Resource Training: Cooperating in training and fostering high-quality legal and judicial personnel.

Application of Artificial Intelligence (AI) in Law

A groundbreaking new feature of this agreement is that the two sides agreed to strengthen cooperation surrounding the extensive application of artificial intelligence in law and justice. Both agencies will jointly explore and provide digitalized and smart legal service support to promote high-quality socio-economic development in two localities.

Implementation and Relationship Maintenance Mechanism

To ensure effectiveness, the two Departments of Justice agreed to establish a periodic meeting mechanism and alternate experience-sharing activities through either in-person or online formats.

The signing of this MOU not only strengthens friendly neighborly relations but also creates an important legal foundation for resolving cross-border civil and commercial disputes, ensuring the legitimate rights and interests of people and businesses in both localities.
