Hai Phong and 5 provinces, cities rolled out the e-invoice system

(HPĐT)- On the morning of November 21, the Ministry of Finance held a virtual conference to announce the implementation of the Electronic Invoice System (E-Invoice System). The first six localities to pilot this project are Hanoi, Ho Chi Minh, Hai Phong, Quang Ninh, Phu Tho and Binh Dinh. The conference was held in Hanoi with the participation of 63 provinces/cities, 482 bridge points.

The conference was attended by Deputy Prime Minister Le Minh Khai, Secretary of the Party Central Committee; Minister of Finance Ho Duc Phoc; Chairman of the Vietnam Chamber of Commerce and Industry; representatives of central ministries and branches.

In Hai Phong, Chairman of the city People's Committee Nguyen Van Tung; leaders of departments and branches, districts, representatives of businesses and officers of the taxation sector joined the conference.

Speaking at the conference, Minister of Finance Ho Duc Phoc emphasized: Implementing the guidelines of the Party, State and Government, with the desire to contribute to the national digital transformation, the Ministry of Finance along with the taxation sector always focus on applying information technology into management; implementing digital transformation solutions; prioritizing the development of 4 key platforms for e-finance development aiming at the Digital Finance including: database; data sharing and integration; cloud computing and communication infrastructure; electronic identification and authentication.

As a result, since 2013, the Ministry of Finance had topped the list of central ministries and branches given the readiness to develop and apply information technology. Following the direction of the Government in Resolution No. 01 dated January 1, 2021, in 2021 the modernization of the tax system and the application of e-invoices is one of the key tasks of the Finance sector in general and Taxation sector in particular. Units of the Ministry of Finance, especially the General Department of Taxation; leaders of 6 local People's Committees; The Tax Departments have made endeavor to drastically implementing the tasks and bringing e-invoices into life. In order to successfully deploy phase 1, a premise for successful implementation nationwide, the Minister of Finance requested all tax officials to determine and strive to complete the assigned duties.

Deputy Prime Minister Le Minh Khai affirmed that this was an important event, demonstrating the efforts of the Ministry of Finance and the Taxation sector in strengthening the State budget revenue management, creating a favorable, public, transparent investment and business environment for enterprises and people; contributing to strongly promoting national digital transformation, developing the digital economy and society. The Deputy Prime Minister emphasized e-invoices’important role in modern tax administration, making complete change in management methods and working processes of tax authorities as well as businesses and people.

The successful activation of the e-invoice system in 6 localities is the initial result. It was necessary for the Finance and Taxation sectors to be more drastic and urgent in the next period, striving to fulfill the target of 100% of enterprises using e-invoices by July 2022. The Deputy Prime Minister requested good implementation of 5 key tasks including: building and perfecting the e-invoice system, ensuring the accuracy, transparency of information and data; intensifying dissemination information on e-invoices; reviewing and finalizing regulations on digital data and information resource systems with high connectivity; coordinating with the banking industry for electronic payments. Tax authorities had to continue to strengthen inspection, supervision, and close coordination with localities in e-invoice management, especially in the fields of restaurants, hotels, e-commerce, cross-border transactions,... promptly detect and strictly handle violations...

Hai Phong city’s delegates According to the General Department of Taxation, since 2015, the taxation authorities had implemented and operated the Tax Management System (TMS) nationwide, promoting the application of information technology, modernization and electrification in taxpayers management from tax registration, tax declaration, payment, to tax refund. Up to now, receiving and processing taxpayers' dossiers had been done in centralized and automatic manner. This is an important premise to deploy e-invoices. After this conference, the General Department of Taxation would strengthen the propaganda on e-invoices to the community and businesses; expand interactive channels to support organizations, enterprises, households and individuals in e-invoices, striving to fulfill the targets.

In Hai Phong, there are now more than 22,000 businesses operating. Hai Phong Taxation Department strives to fulfill the goal of 70% of businesses using e-invoices by the end of December 2021, in which the remains will be completed in the first quarter of 2022.
