Right after the successful conclusion of the Spring 2025 Meeting Program, on the afternoon of February 21, the 16th Conference of the Joint Working Committee between Quang Ninh, Lang Son, Cao Bang, and Ha Giang provinces (Vietnam) and the Guangxi Zhuang Autonomous Region (China) took place in Quang Ninh Province.
Attending the conference were Ms. Nguyen Thi Huong, Consul General of Vietnam in Nanning (China), and leaders from the participating provinces and region. The delegation from Hai Phong City, led by Mr. Hoang Minh Cuong, Vice Chairman of the Hai Phong People's Committee, attended the conference.
Vice Chairman Hoang Minh Cuong emphasized that Hai Phong wishes to cooperate closely with localities under the mechanism and participate extensively in joint activities.
Speaking at the conference, Mr. Cuong stated that with the goal of becoming an official member of the mechanism by 2026, Hai Phong hopes to closely cooperate with localities, actively engage in joint activities agreed upon for implementation in 2025, including: delegation exchanges at various levels; strengthening economic, trade, and tourism cooperation; enhancing transport connectivity and promoting the construction of the standard-gauge railway line from Mong Cai – Ha Long – Hai Phong; cooperation in cultural exchange, education, and training; contributing to improving the effectiveness of the Spring Meeting Program and the Joint Working Committee Conference; and achieving practical results to be reported at the 17th Conference of the Joint Working Committee in 2026.
Based on the cooperation orientation contents agreed upon by the Party Secretaries of the five provinces and region in the minutes of the 2025 Spring Meeting Talks, and the consensus at the 16th Joint Working Committee Conference, the parties agreed to focus cooperation on the following fields: Friendly exchanges; Border management cooperation; Economic and trade cooperation; Transport connectivity; Border gate construction; Facilitation of customs clearance; Tourism cooperation; Cultural and social exchanges; Education and training; Media; Agricultural and health cooperation.
The provinces and region will seriously and effectively implement the agreed cooperation contents from the 2025 Spring Meeting Program and the 16th Joint Working Committee Conference, promoting increasingly substantive and effective cooperation, continuing to serve as a comprehensive and effective local-level cooperation mechanism between the two countries. This will positively contribute to deepening the Vietnam–China Comprehensive Strategic Cooperative Partnership at the local level.
The parties also agreed to expand the Spring Meeting Program and the Joint Working Committee with Hai Phong officially joining the Spring Meeting of the Party Secretaries and the Joint Working Committee among the provinces and cities of Quang Ninh, Lang Son, Cao Bang, Ha Giang, and Hai Phong (Vietnam) and the Guangxi Zhuang Autonomous Region (China), and to continue organizing the Spring Meeting Program in 2026 and the 17th Joint Working Committee Conference to be chaired by Guangxi.
