Hai Phong Aims for Strong GRDP Growth

In the afternoon of February 3, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong National Assembly Delegation, chaired the meeting of the Standing Committee of the City Party Committee to hear reports on the situation before, during, and after the Lunar New Year of the Year of the Snake, and to give opinions and discuss solutions for achieving the city's 2025 economic growth targets.

Attending the meeting were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Standing Deputy Secretary of the City Party Committee; comrades who are members of the Standing Committee of the City Party Committee; and leaders of city departments and sectors.

Comrade Secretary of the City Party Committee Le Tien Chau acknowledged and highly appreciated the efforts of the entire political system of Hai Phong City in organizing a joyful, healthy, thrifty, safe, and effective Lunar New Year celebration. Every citizen had a warm Tet, creating an enthusiastic and determined atmosphere to successfully implement the tasks of 2025. Social security and order were ensured; traffic accidents decreased.

However, there were still some fire incidents and violations of regulations on fireworks. Comrade Secretary of the City Party Committee reminded all agencies and units to immediately focus on their tasks after Tet; not to use public vehicles for festival visits or personal purposes during working hours; and to focus on implementing the assigned tasks with high efficiency.

Regarding the solutions to achieve the GRDP growth target of 12.5% in 2025, Comrade Secretary of the City Party Committee Le Tien Chau emphasized that this is an essential requirement, arising from the actual development demands of Hai Phong, requiring very high determination and appropriate, synchronized solutions in order to succeed.

According to Comrade Secretary, in the GRDP structure, the proportion of trade and services in Hai Phong remains low and needs immediate solutions to be raised to a higher level. At the same time, it is necessary to clearly define which sectors are the driving forces of the city's growth for focused implementation.

Comrade Secretary basically agreed with the solutions proposed by the City People's Committee, while emphasizing the need to concentrate on a number of specific measures.

Specifically, it is necessary to focus on human resource development to meet both immediate and long-term requirements. In particular, attention should be paid to the implementation of the resolution on vocational training and the development of Hai Phong University, giving priority to training in key fields such as artificial intelligence, robotics, automation, expressway and high-speed railway construction and operation.

Comrade Secretary emphasized the role of public investment in economic growth. Accordingly, it is necessary to focus on developing the medium-term public investment plan for the 2026–2030 period. In addition to projects funded by the state budget, there should be specific proposals for investment projects in the form of public-private partnerships (PPP).

At the same time, it is necessary to review and promptly address bottlenecks related to public investment; overcome the situation of delayed capital allocation; accelerate the implementation of public investment projects right from the beginning of the year; focus on removing difficulties for the coastal road project; and implement other key public investment projects.

Comrade Secretary also requested to supplement solutions and tasks related to the green transition. In the immediate future, focus on developing a project and proposal for the City Party Committee to issue a resolution on green transition, initially focusing on implementation in the Cat Ba area and green transition in public transport.

At the same time, focus on implementing solutions for the development of Hai Phong enterprises; issue a project to support small and medium-sized enterprises in connecting with FDI enterprises; establish a Hai Phong Business Association; and create favorable conditions for Hai Phong businesses to participate in city projects and works.

In agriculture, it is necessary to focus on addressing land fragmentation and wastage; develop mechanisms to attract investment in agricultural economic development and commodity production. Alongside this, attention should be paid to developing the cultural industry and building Hai Phong into a city of music.

Comrade Secretary directed to continue strengthening the fight against smuggling, commercial fraud, and counterfeit goods; preventing tax revenue loss; and researching a pilot mechanism for fixed-budget revenue collection in localities.

In 2025, Hai Phong strives to achieve a GRDP growth rate of 12.5%, in which: Industry and construction: 15.67%; Services: 9.2%; Agriculture, forestry, and fisheries: 1%; Product taxes minus subsidies: 6%.

At the meeting, leaders of the City People's Committee proposed several solutions, such as accelerating the transformation of the economic growth model based on three pillars: high-tech industry, seaports – logistics, and tourism – commerce; implementing schemes and projects to create new driving forces for economic development, such as completing the scheme and submitting it to competent authorities for the establishment of a new-generation Free Trade Zone in Hai Phong; completing and putting into operation terminals at Lach Huyen Port; studying and implementing the initial investment for Nam Do Son Port terminals; investing in infrastructure for industrial parks and clusters including: Tien Thanh, Xuan Cau, Nam Trang Cat, Trang Due 3, Nomura Phase 2...

At the same time, continue to develop, complete and synchronize transportation, urban, and digital infrastructure; implement 24 key projects in 2025; urgently prepare for investment in major projects such as Ring Road No. 3, Tan Vu – Lach Huyen 2 road and bridge, Ninh Binh – Hai Phong Expressway; develop high-quality human resources, apply science and technology, promote innovation and start-ups; strengthen budgetary discipline and accelerate public investment disbursement.
