Hai Phong Affirms National Leading Position in Public Administration Reform Index and Satisfaction Index for Public Administrative Services in 2025

During the historic days of May 2026, Hai Phong City has not only shone with the red of flamboyant flowers but also stood out prominently on the national governance map. Following consecutive announcements from the Government and the Vietnam Chamber of Commerce and Industry (VCCI), Hai Phong has established an unprecedented position: leading the country in the Public Administration Reform Index (PAR INDEX), the Satisfaction Index for Public Administrative Services (SIPAS), and being among the group of localities with excellent economic governance quality according to the Provincial Competitiveness Index (PCI) in 2025. This serves as a well-deserved tribute to the persistent efforts, breakthrough thinking, and authentic spirit of service of the Port City's Party Committee, government, and people.

A Historic "Hat-Trick" and the Affirmation of the Leading Position

May 2026 marks a proud milestone as Hai Phong leads the country in the PAR INDEX for the third time and holds the top position in both the PAR INDEX and SIPAS for the second consecutive year. These results are not merely dry quantitative figures but a testament to an administration that is transforming strongly from "management" to "service".

Specifically, Hai Phong's 2025 PAR INDEX reached 95.37%, ranking first nationwide and outperforming the second-placed locality by 2.21%. Notably, the city led in several core areas: administrative procedure reform reached 99.92%; institutional reform reached 98.24%; and public financial reform reached 98.94%.

SIPAS 2025: Placing People and Businesses at the Center

Alongside the PAR INDEX, Hai Phong's 2025 SIPAS reached 91.12%, making it the only locality in the country to exceed the 90% threshold. Citizens expressed very high satisfaction regarding policy-making (91.01%) and the provision of public administrative services (91.26%). Leading in criteria such as accountability and the quality of the civil service contingent demonstrates that Hai Phong has truly placed people and businesses at the heart of all its services.

PCI 2025: Resilience of a Dynamic "Growth Pole"

Beyond achievements in administrative reform, at the announcement ceremony for the 2025 Provincial Competitiveness Index (PCI) held on May 15, 2026, Hai Phong continued to be honored in the Top 5 most excellent localities in the country. In the context of VCCI transitioning to the PCI 2.0 version—which focuses on "capacity for developmental creation"—Hai Phong showed excellent adaptation, with 7 out of 9 sub-indices ranking among the top 10 localities nationwide.

Hai Phong's breakthrough reflects a decisive and substantive governance model. The city no longer competes solely through traditional incentives like land or taxes, but through the speed of processing work, transparency, and the ability to genuinely accompany businesses. The 50% reduction in administrative procedure processing time and the 100% implementation of digital signatures for business sector results have turned institutional reform into a strategic competitive advantage for the Port City.

A Miracle of 11 Consecutive Years of "Double-Digit" Growth

High rankings in reform have become a direct driver propelling Hai Phong's economy forward. In 2025, despite the challenging context of merging administrative units and operating a new local government model, Hai Phong maintained an impressive GRDP growth rate of 11.81% (1.47 times the national average).

This marks the 11th consecutive year Hai Phong has maintained double-digit growth—a unique record in the country. The city's economic scale currently reaches approximately $30 billion, rising to rank third nationwide. Other "telling" figures in the first four months of 2026 include: a 42.01% increase in newly established businesses; a leading public investment disbursement rate of 27.5% nationwide; and a total budget revenue exceeding 78,461 billion VND, confirming Hai Phong as one of the most important development drivers of the country.

"Service Government" Philosophy and Creative Capacity

Behind these resounding successes is a fundamental change in leadership thinking. As Vice Chairman of the City People's Committee Hoang Minh Cuong affirmed, Hai Phong has always identified administrative reform as a core task and a driver to enhance competitiveness. The city has persistently pursued the "service government" philosophy, moving from "document management" to "serving investment flows".

The implementation of the DCCI index to evaluate competitiveness down to the level of departments, sectors, communes, and wards has pushed reform pressure into the "deep layers" of the governance apparatus. Every public unit is now measured by business satisfaction, helping to eliminate barriers and informal costs.

Furthermore, Hai Phong has demonstrated a mindset for creating breakthrough development spaces. The merger between Hai Phong and Hai Duong in 2025 created a massive industrial-logistics-seaport growth pole in the North. With the Lach Huyen deep-water port system and synchronous transportation infrastructure, Hai Phong emerges as an irreplaceable "strategic gateway" in the global supply chain.
