Hai Phong: Administrative Reform Breakthrough in June 2026 with Online Filing Rate Reaching 99.95%

Amidst the national push to implement Government Resolutions on simplifying administrative procedures (APs), Hai Phong City recorded highly impressive results in June 2026. Through decisive leadership and the robust application of population data, Hai Phong has not only shortened processing times but also created maximum transparency in serving citizens and businesses.

Decisive Leadership and Implementation of Central Resolutions

During the reporting period from May 15, 2026, to June 14, 2026, the Hai Phong City People's Committee issued a series of key steering documents. Most notably was the implementation of eight Government Resolutions on cutting, decentralizing, and simplifying APs and business conditions, exemplified by Resolution No. 24/2026/NQ-CP and Resolutions No. 66.18 and 66.19/2026/NQ-CP.

The city proactively reviewed and evaluated the roadmap for deploying its provincial-level AP Resolution Information System architecture to ensure consistency with the systems of central Ministries and sectors. The reduction and simplification of business conditions were required to be carried out substantively, aligning with local management realities to directly resolve difficulties for production and business activities.

100% Transparency of Administrative Procedures

One of Hai Phong's standout successes in June was the public announcement and listing of APs. The Chairman of the City People's Committee signed 36 Decisions announcing a list of 625 APs that were newly issued, amended, supplemented, replaced, or abolished. Specifically, this included 145 new procedures, 290 amended procedures, and 190 procedures officially abolished to ease the burden on citizens.

Notably, 100% of these APs have been publicly listed at Public Administration Service Centers at all levels, on the National Database, and on the websites of relevant agencies and units. This ensures the public's right to access information and allows for citizen oversight of the administrative apparatus.

Impressive Figures: Online Filing Rate Reaches 99.95%

The results of AP resolution in Hai Phong during June demonstrate a powerful shift toward the digital environment. The total number of applications received during the period reached 180,992 dossiers, of which online submissions held an absolute majority with 180,905 dossiers (reaching a rate of 99.95%). The number of dossiers submitted directly or via postal services accounted for a very small fraction at 0.05%.

Regarding processing efficiency, the city completed 179,751 dossiers, with the rate of early or on-time results reaching a very high level (178,022 dossiers). The number of overdue dossiers was kept low, with only 78 resolved late and 193 currently pending past the deadline. This serves as a testament to the sense of responsibility and the improvement of professional processes among the city's team of cadres and civil servants.

Data-Driven Reform and Business Support

Implementing Resolution No. 66.7/2025/NQ-CP, Hai Phong made a major leap in simplifying APs based on data. The city completed process restructuring for 11 specialized APs in the fields of tourism, roadways, and construction. Accordingly, dossier components that previously required paper versions have now been replaced by information extracted directly from national and specialized databases.

For business activities, the city announced 17 specialized APs related to enterprises, with 100% provided as online public services and eight procedures reaching "full-process" status. In particular, 16 out of 16 dossier components capable of being extracted from national data (such as Business Registration Certificates and land documents) have been cut, helping businesses avoid resubmitting documents already managed by the State.

Identifying Challenges and Orientation for July 2026

Despite many positive results, the City People's Committee report also frankly pointed out existing technical barriers. The AP Resolution Information System occasionally encounters errors regarding online payments, electronic receipts, and status synchronization with the National Public Service Portal. Furthermore, the fact that some Ministries and sectors have not fully decentralized authority to the local level to proactively reduce processing times or adjust specific fees and charges has also caused certain difficulties.

In the coming month, Hai Phong identifies its core task as continuing to strictly follow Government directives on cutting and simplifying APs under the mechanism of the National Assembly's Resolution No. 206/2025/QH15. The city will increase coordination with Ministries and sectors to optimize system performance, ensuring seamless data connection and information security. Simultaneously, Hai Phong recommends that Central authorities further promote decentralization, allowing the locality to proactively adjust electronic processes to fit reality and serve citizens and businesses even better.
