To realize the goal of building a modern, streamlined, and serving administration, Hai Phong City is urgently implementing the critical contents of the Government's Resolution No. 21/2026/NQ-CP. This is a landmark resolution regarding the reduction and simplification of business conditions and administrative procedures (AP), as well as the decentralization of authority within the health sector. With close direction from city leaders, Hai Phong is determined to lead in unlocking resources and creating the most favorable conditions for local medical facilities and businesses.

Action Mandate from City Leaders
Immediately after the Government issued Resolution 21, the Hai Phong City People's Committee directly assigned key tasks to specialized agencies. The Hai Phong Department of Health was appointed as the lead agency, collaborating with other departments, sectors, and organizations to advise the City People's Committee on implementing decentralized contents. A critical milestone has been set to complete the advisory proposals before June 10, 2026, reflecting a sense of urgency to ensure new policies are not delayed when put into local practice.
Strong Decentralization: Empowering the Grassroots
Resolution 21 has created a wave of broad decentralization from the Central Government to the Chairmen of Provincial People's Committees, reducing the burden on ministry-level administrative apparatuses and shortening processing times for citizens. In Hai Phong, the newly decentralized powers include:
- Food Safety: The authority to issue certificates confirming advertising content for health protection foods now belongs to the Chairman of the Provincial People's Committee.
- Disease Prevention and Quarantine: Requests for importing disease samples and procedures for border health quarantine to prevent and control infectious diseases have been transferred to the locality for implementation.
- Medical Practice Management: One of the most significant changes is the decentralization of authority to issue, re-issue, extend, adjust, suspend, and revoke medical practice licenses for eligible subjects as prescribed by the Law on Medical Examination and Treatment.
- Private Hospital Management: The Chairman of the City People's Committee now has the authority to re-issue or adjust operation licenses for private hospitals in cases of changes to working hours, names, or addresses (provided the location remains the same).
Cutting Business Conditions: Unlocking Investment Resources
Beyond decentralization, Resolution 21 boldly abolishes many outdated business conditions, creating a transparent investment environment for the health sector. Hai Phong City will strictly implement the policy of not prescribing business conditions in the following areas:
- Biosafety in laboratories.
- Vaccination services and the organization of practical training for the health sector.
- Treatment services for opioid addiction using replacement drugs (Methadone) and HIV counseling and testing.
- A series of conditions related to providing medical examination and treatment services found in previous specialized decrees.
Abolishing procedures such as declaring eligibility for vaccination or granting certificates for laboratories meeting biosafety standards will help medical facilities in Hai Phong save significant time and costs associated with administrative compliance.
Time Reform: Fast and Transparent
Resolution 21 clearly stipulates a reduction in the time required for remaining administrative procedures. For example, within 10 working days of receiving a dossier to announce a practical training facility, the receiving agency must post the information on its portal; if this deadline passes without a written response, the facility is permitted to begin operations.
For issuing new operation licenses, the period for actual condition appraisal is set at 40 days, and the formal licensing time after a successful appraisal is only 10 working days. These quantitative regulations are effective tools for Hai Phong City to monitor the performance of officials and avoid causing trouble for businesses.
Responsibility of All Levels and Sectors
The Department of Health is required to proactively guide organizations and individuals in implementing decentralized and authorized professional tasks. Simultaneously, departments, sectors, organizations, and the People's Committees of communes, wards, and special zones must coordinate closely to propagate and grasp the contents of Resolution 21, ensuring consistency and synchronization citywide.
The ultimate goal is to focus on reviewing and simplifying processes to avoid congestion or delays in AP resolution, protecting the legal rights and interests of relevant individuals and organizations while ensuring no "breakdown" occurs during the transfer of authority.
The implementation of Resolution 21/2026/NQ-CP in Hai Phong is more than just executing a legal document; it is a testament to the city government's willingness to listen and its decisiveness in improving the investment environment. With stronger provincial empowerment and the removal of numerous barriers, Hai Phong's health sector promises a powerful breakthrough, enhancing the quality of public healthcare in the new era.
