The report illustrates the port city's determination to modernize its administration, specifically focusing on the transition to an electronic environment and prioritizing the development of a high-tech workforce.

Political Determination and Strategic "Digitalization"
During the first three months of 2026, the Hai Phong City People's Committee provided close guidance on administrative reform tasks to create the most favorable conditions for citizens and businesses. Key documents were issued promptly to implement directives from the Government and the Prime Minister, including Official Dispatch No. 321/UBND-TTPVHCC on reusing connected information and data to resolve APs, and Decision No. 714/QĐ-UBND regarding the 2026 AP control plan.
A notable highlight in institutional building is the city's focus on spearhead technological fields. During the reporting period, the City People's Committee Office appraised regulations on the procedures for developing human resources in the fields of semiconductor integrated circuits and artificial intelligence (AI) for the 2025–2030 period. This demonstrates consistency with the city's goal of deepening AI cooperation and transforming Hai Phong into a regional center for technology training and application.
Publicity, Transparency, and Simplification: Impressive Figures
Hai Phong maintains absolute transparency in administration. The Chairman of the City People's Committee signed 57 Decisions announcing a list of 1,018 APs, which included 111 new procedures and the abolition of 165 outdated ones. Notably, 100% of APs have been publicized on the National Database, the City Web Portal, and posted at Public Administration Service Centers at all levels in visible and convenient locations for citizens.
Beyond publicity, the review and simplification of APs achieved substantive results. The city approved simplification plans for 41 APs in key sectors such as Agriculture and Environment, Health, and Construction, along with 13 internal APs. Modern "One-Stop-Shop" System: A New Experience at 18 Hoang Dieu A major milestone in Q1/2026 was the official operation of the City Public Administration Service Center at 18 Hoang Dieu starting January 10, 2026. This center acts as more than just a place to receive applications; it is a centralized hub for guidance, document digitization, and returning results through a method independent of administrative boundaries.
Coordination between state agencies and service providers like the City Post Office and VietinBank has created a closed-loop process, ranging from fee payment support to home delivery of results via public postal services. In particular, the "5-on-site" model (receiving, appraising, approving, stamping, and returning results) has been effectively applied to Certificate of Origin (C/O) procedures at the Department of Industry and Trade, saving significant time for import-export businesses.
Record Processing Results: Dominance of Online Services Statistics from December 15, 2025, to March 14, 2026, prove the effectiveness of the digital transformation roadmap:
- At departments and sectors: 142,186 applications were received, with an astonishing online rate (117,138 applications) compared to only 663 in-person applications.
- At the commune and ward levels: 602,862 applications were received, with 99.9% being online.
- On-time processing rate: Reached 97.15%.
- Citizen satisfaction: 100% of feedback and recommendations on the National Public Service Portal were received and processed promptly.
These results stem from the strong implementation of tracking, handover, and digital signature software developed by the city in collaboration with VNPT Hai Phong, which helps reduce waiting times and operational costs.
Leading in Digitalization and Online Payments
Hai Phong continues to lead in performing APs in an electronic environment. The digitization rate of records and AP results reached 93.97%, while the reuse rate of digitized data reached 98.01%. This prevents citizens from having to resubmit documents already stored in their personal electronic data warehouses.
Regarding payments, the city integrated 100% of fee-based procedures onto the National Public Service Portal. The online payment rate for records reached 90.15%, proving that cashless payment habits are becoming common in the port city.
Challenges from System Transition Alongside achievements, the report frankly points out difficulties arising from technological transitions. Since January 2026, when central Ministries redirected application reception to the centralized AP Information System, Hai Phong has faced the challenge of manually compiling statistics due to the lack of automated tracking tools on the new Ministry systems.
Systems belonging to some Ministries, such as the Ministry of Construction, have occasionally been unstable, causing system hangs or digital signature errors during peak hours. Additionally, the national system has not yet configured local-specific fee exemption and reduction policies for online public services, leading to unnecessary refund procedures.
Directions for Q2/2026: Perfecting the Digital Platform
To overcome existing issues, Hai Phong has set key tasks for Q2/2026. The city will focus on cutting APs based on data according to Resolution 66.7/2025/NQ-CP, ensuring that documents already available in shared databases are not requested.
Furthermore, the City People's Committee recommended that Ministries promptly grant administrative accounts to provincial-level Public Administration Service Centers to comprehensively monitor and supervise AP results. Hai Phong also hopes central systems will soon integrate full features for searching population data and allow flexible configuration of local preferential fee levels.
