Hai Phong accelerates progress of the Hanoi – Quang Ninh High-Speed Railway Project

With the determination to transform the Port City into a modern logistics hub and strengthen regional connectivity, Hai Phong is urgently implementing preparatory steps for the Hanoi – Quang Ninh High-Speed Railway Project. This is identified as a key breakthrough project that not only opens new development spaces but also affirms the city's sustainable "double-digit" growth aspirations for the 2026-2030 period.

The Hanoi - Quang Ninh High-Speed Railway has a total length of approximately 120 km, passing through Hanoi, Bac Ninh, Hai Phong, and Quang Ninh. The section passing through Hai Phong is 33.13 km long, traversing six communes and wards: Tran Phu, Hop Tien, Le Dai Hanh, Nhi Chieu, Bac An Phu, and Pham Su Manh. The project aims to be completed and operational by 2028, with VinSpeed High-Speed Railway Investment and Development JSC (Vingroup) serving as the investor.

The Standing Committee of the Hai Phong City Party Committee has unified the investment policy with specific requirements to ensure the project integrates optimally with the port city's urban planning:

  • Elevated Viaduct Construction: The section passing through Hai Phong must be elevated on a viaduct to ensure convenient, safe, and synchronous connectivity of transportation, technical, and social infrastructure, avoiding the fragmentation of urban space.
  • Station Development: Ninh Xa Station (in Bac An Phu Ward) and its connecting routes must be invested in during Phase 1 of the project, alongside four other key stations: Co Loa, Gia Bình, Yen Tu, and Ha Long.

Hai Phong has entered a peak period for site clearance to meet the 2028 deadline.

  • Financial Scope: The total estimated cost for GPMB in the Hai Phong section is approximately 4,551 billion VND. Of this, over 2,561 billion VND is for direct compensation and support, while nearly 1,990 billion VND is for resettlement, infrastructure relocation (electricity, telecommunications), and public works like cemeteries and schools.
  • Land Impact: The land recovery scope covers over 212.3 hectares, affecting approximately 833 households.
  • Current Progress: As of August 2026, cadastral mapping is largely complete. Localities such as Nhi Chieu, Hop Tien, and Bac An Phu have proactively held public meetings and issued land recovery notices.
  • Resettlement Planning: Total resettlement demand is for about 833 households across various wards. Projects for resettlement areas and infrastructure relocation are expected to be approved in September and break ground in December 2026.

Regarding capital, while awaiting official notifications from the Central budget, the Hai Phong Department of Finance has proposed a flexible plan. The city intends to advance funds from the local budget to immediately implement compensation, resettlement, and infrastructure relocation. Once the Central medium-term public investment plan for 2026-2030 is announced, the city will review and adjust the capital structure accordingly. This decision demonstrates Hai Phong's high political resolve to clear resources for the project.

To accelerate progress, the city is considering special support measures for complex cases. For example, in Yet Kieu commune, the Department of Agriculture and Rural Development has proposed a support level equal to 30% of the compensation rate for long-term crops (such as guava, grapefruit, and longan) on public land that does not strictly qualify for standard compensation. This aims to reduce difficulties for affected households and ensure the timely handover of "clean ground" to the investor.

The investment in this high-speed railway brings immense value across multiple sectors:

  • Economic: It expands tourism and service spaces, particularly the logistics industry—one of the city's three economic pillars. It creates a dynamic economic growth axis between Hanoi, Hai Phong, and Quang Ninh.
  • Social: The project is expected to create jobs for thousands of workers and reduce traffic congestion and accidents on national highways.
  • Regional Connectivity: It serves as a symbol of national transportation modernization, turning the Northern Coastal region into a development powerhouse.

Despite the challenges of massive site clearance and resettlement, the drastic direction of the City Party Committee and the People's Committee is driving Hai Phong to turn this ambitious project into a reality./.
