Hai Phong Accelerates Administrative Reform and Modernizes the Administrative Procedure Resolution Model

Following the directions from General Secretary To Lam and the Government to enhance the quality of online public services, Hai Phong City is resolutely implementing a centralized model for resolving administrative procedures while focusing on reduction and simplification based on data. This is a necessary step toward building a modern, seamless administrative system that places citizens and businesses at the center of service.

According to reports from the Ministry of Justice, by late January 2026, 15 Ministries and ministerial-level agencies had completed the construction and operation of their Administrative Procedure Resolution Information Systems under a centralized model. As of January 20, 2026, the total number of administrative procedures providing shared public services nationwide reached 2,497 out of 5,433 procedures within the scope of management.

Several outstanding units have achieved very high rates of providing shared services, including:

  • The Ministry of Nationalities and Religion: Completed 58/58 procedures (100%).
  • The Ministry of National Defense: Achieved 211/215 procedures.
  • The Ministry of Public Security: Achieved 306/377 procedures.

The implementation of this centralized model assists in data synchronization, removing fragmented barriers and helping citizens perform procedures quickly and accurately on the National Public Service Portal.

The core focus of the reform in this phase is the reduction of document components based on data. State agencies are required to maximize information exploitation from National Databases, such as those for population, electronic civil status, land, and insurance, to replace traditional paper documents.

The primary goal is to ensure that citizens and businesses do not have to re-provide information that state agencies already possess in their databases. Additionally, Ministries and sectors are urgently reviewing their systems to unify the interface with the National Public Service Portal according to a common brand identity. This is expected to be completed before February 2, 2026, to create a consistent and convenient experience for users.

Immediately after receiving guidance from the Ministry of Justice, on January 30, 2026, the Hai Phong City People's Committee Office issued Document No. 1163/VP-TTPVHCC conveying directions from city leaders. Accordingly, Vice Chairman of the City People's Committee Hoang Minh Cuong requested:

  • Departments, sectors, and People's Committees at all levels (communes, wards, and special zones) must proactively coordinate closely with Ministries and ministerial-level agencies during the implementation of the centralized Administrative Procedure Resolution Information System.
  • Promptly provide feedback on any difficulties or obstacles to the Ministry of Justice for synthesis and reporting to the Government and the Prime Minister, ensuring the transition process remains uninterrupted.
  • Maximize existing digital platforms to achieve the goal of reducing at least 50% of administrative procedure resolution time (as analyzed in previous investment promotion reports).

The drastic implementation of administrative procedures under the centralized model and simplification based on data is not only an administrative task but also a commitment by the Hai Phong government to create a transparent and open business investment environment. This contributes to affirming the city's leading position in competitiveness indices and administrative reform in 2026.
