Hai Phong: A Bright Spot Leading the Country in Building a Learning Society

Over 5 years of implementing Project 1373, Hai Phong City has affirmed its position as one of the leading localities in the country, excellently completing core objectives and creating powerful breakthroughs in education and digital transformation.

  1. Outstanding Achievements in the 2021-2025 Period

Excellently completing Illiteracy Eradication and Universal Education goals: Hai Phong is honored to be one of the 10 provinces and cities nationwide to fully complete Illiteracy Eradication and Universal Education goals according to the Project's roadmap as of the end of 2025. The city achieved Level 2 Illiteracy Eradication standards with absolute indices: 100% of commune-level units (217 communes) and 100% of district-level units (15 districts) reached Level 2 standards. It has firmly maintained Universal Education standards for 5-year-old children, reached Level 3 Primary Universal Education standards, and Level 2 Junior High Universal Educationstandards.

Breakthroughs in educational digital transformation: Digital transformation is assessed as the most ground-breaking "bright spot" for Hai Phong with impressive figures:

  • 100% of universities (8 schools) have implemented digital university models and developed digital learning materials.
  • 100% of general education institutions (129 schools) and continuing education centers (15 centers) perform management and teaching in a digital environment.
  • Notably, 95% of Community Learning Centers (355 centers) have applied IT in management and operations, a rate that far exceeds the general average of many other localities nationwide.

Substantial effectiveness from learning models: The lifelong learning movement has spread deeply among the people. 2,025,700 citizens have been recognized with the "Learning Citizen" title, reaching a rate of 43.10%. Regarding the "Learning Unit" model, the city has 881 units reaching Level 1 and 570 units reaching Level 2. Specifically, according to Circular 22, 100% of provincial-level units (24 units) were rated as "Good". The commune-level "Learning Community" model recorded 205 communes at Level 1 and 132 communes at Level 2.

  1. Challenges to be Addressed

Despite positive results, Hai Phong still faces several difficulties:

  • Digital Divide: There is still a disparity in digital capacity and infrastructure access between the central area and remote or island communes.
  • Financial Resources: Budget allocation for study encouragement, especially at the commune level, is limited and lacks sustainability due to high dependence on socialization.
  • Institutional Changes: The rearrangement of administrative units and the two-level local government organization has rendered some old goals (such as the "Learning District" title) no longer appropriate, requiring adjustments to new evaluation criteria.
  1. Key Tasks and Solutions for the 2026-2030 Period

In Official Dispatch No. 2119/VP-VX dated March 2, 2026, Vice Chairman of the City People's Committee Vu Tien Phung directed agencies and units to focus on the following solution groups:

  • Perfecting Institutions: The Department of Education and Training will lead a review to advise on the issuance of the Implementation Plan for the Project in the 2026-2030 period, ensuring it aligns with Hai Phong's distinct socio-economic development strategy.
  • Digital Infrastructure as a Foundation: Prioritizing resources for digital infrastructure and the development of Open Educational Resources (OER), aiming to build a "Lifelong Learning Profile" linked to a personal identification code for every citizen.
  • Innovating Communication: Shifting strongly from "broad" to "deep" communication, focusing on fostering digital and vocational skills so people can adapt to the modern labor market.
  • Mobilizing Socialization: Encouraging businesses and organizations to participate in building learning institutions directly at the workplace.

The drastic implementation of these instructions is expected to help Hai Phong maintain its leading position and build a sustainable lifelong learning ecosystem, contributing directly to the development of labor productivity and social security in the port city.
