On April 29, 2026, the Government officially issued Resolution No. 24/2026/NQ-CP on the reduction, decentralization, and simplification of administrative procedures and business conditions in key sectors, including National Defense, Home Affairs, Finance, Construction, Foreign Affairs, Justice, and Banking. This is considered a vital step toward removing barriers, unleashing resources, and creating a transparent and fair business environment for citizens and enterprises.

- Core Principle: Centering on the Convenience of Citizens and Businesses
Resolution 24 establishes strict principles for administrative reform, ensuring that reductions and simplifications create a favorable and healthy business environment that promotes innovation. In particular, the Government requires increasing the proactiveness of local authorities and enhancing the efficiency of state management through process optimization.
A key highlight is the continued comprehensive innovation of the one-stop and inter-agency one-stop mechanisms. Administrative procedures must ensure publicity and transparency and must not be dependent on administrative boundaries, aiming to create a strong shift in modern administrative governance.
- Construction and Transport: Promoting Decentralization to Localities
The Construction sector recorded a major change with the decentralization of authority from the Central Government to Provincial People's Committees (PCs).
- Inland Waterway Transport: The authority to grant Licenses for the Transport of Dangerous Goods by inland waterway is now assigned to Provincial PCs within their managed areas. The processing time has also been significantly shortened: for online applications, the licensing authority must review the completeness of the dossier within no more than 01 working day.
- Maritime and Registration: The Government has abolished a series of inappropriate procedures, such as those for approving ship-breaking plans, granting licenses to import used ships for breaking, and various procedures related to announcing the opening of seaports or maritime notices. Additionally, conditions for car warranty and maintenance facilities have been cut to reduce the burden on businesses.
- Planning and Architecture: The timeframes for resolving procedures, such as general site plan agreements or granting architect practicing certificates, are specifically regulated from 02 to 08 working days depending on the type of dossier, helping to accelerate the progress of investment projects.
- Banking and Finance: Simplifying Business Conditions
The Banking and Finance sector is implementing strong reforms aimed at the digital economy and international integration:
- Fintech and Technology: The Resolution details the dossiers and timeframes for registering participation in the Testing Mechanism (Sandbox) for credit scoring solutions and data sharing via Open Application Programming Interfaces (Open API). The processing time for confirming that a full dossier has been received is 80 days.
- Securities and Casinos: Dossier components in the securities sector are replaced or reduced if the receiving agency can exploit information from national databases. In the casino and betting business, conditions for electronic equipment, camera surveillance systems, and foreign currency revenue management are clearly standardized to ensure transparency while facilitating operations.
- Payment Activities: Conditions for providing payment services not through payment accounts and intermediary payment services are strictly regulated regarding IT infrastructure and the capacity of legal representative personnel.
- Home Affairs and Foreign Affairs: Prioritizing Social Welfare and External Information
The Resolution pays special attention to simplifying procedures for people with meritorious services to the revolution.
- Preferential Policies: The process for sending people with meritorious services for nursing care or granting the "Fatherland Acknowledges the Merit" Certificate has been optimized in terms of time and documentation, ensuring that the rights of citizens are fulfilled as quickly as possible.
- Labor Management: The confirmation of the list of Vietnamese workers going abroad for domestic work has been adjusted to eliminate cumbersome procedures, instead strengthening management through the online notification systems of enterprises.
- Foreign Press: The Government has officially decentralized the authority to resolve the administrative procedure for "Granting licenses for collaborators/assistants for foreign press resident offices in Vietnam" to Provincial PCs.
- National Defense: Modernizing Airspace Management and Civil Cryptography
In the field of National Defense, procedures related to airspace and unmanned aerial vehicles (drones) have been made transparent. Dossiers for granting eligibility certificates to facilities for researching, manufacturing, or testing drones are clearly regulated, with close coordination between the Ministry of National Defense and the Ministry of Public Security in providing opinions. For civil cryptography, the sequence for granting new, amending, or extending business licenses has seen appraisal times shortened to between 06 and 12 working days, depending on the case.
Implementation Roadmap and Responsibility
Resolution No. 24/2026/NQ-CP is effective from the date of signing (April 29, 2026) until before March 1, 2027. The Government assigns Ministers and Heads of ministerial-level agencies the direct responsibility for implementation and for submitting relevant legal documents to execute the reductions and decentralization according to the roadmap.
The Ministry of Justice plays the leading role in monitoring, urging, and inspecting the implementation of this Resolution. Notably, heads of agencies and units with achievements in building and issuing the Resolution will be considered for rewards according to legal regulations.
The issuance of Resolution 24 is a strong commitment from the Government to build a serving administrative apparatus, minimize compliance costs for businesses, and enhance national competitiveness in the new era.
