On the morning of May 13, Comrade Hoang Minh Cuong, Vice Chairman of the Haiphong City People's Committee, received a delegation from the People's Government of Nanning City (China), led by Comrade Zhang Zi'an, Member of the Standing Committee and Head of the Propaganda Department of the Nanning Municipal Party Committee. This courtesy visit took place during the delegation's trip to Haiphong to attend the 70th Anniversary of Haiphong's Liberation (Heroic City) and the 2025 Red Flamboyant Flower Festival.
Vice Chairman Hoang Minh Cuong expressed his delight in receiving the delegation, highlighting the positive outcomes of cooperation between Haiphong and Nanning, particularly through the 2025 Exchange and Cooperation Plan signed during the visit of Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region, to Haiphong on February 18, 2025.
During the meeting, both sides agreed to enhance high-level exchanges and expand cooperation in various fields, including culture, education, tourism, media, technology applications, and artificial intelligence (AI). The Vice Chairman emphasized Haiphong’s desire to accelerate digital transformation, smart city development, and green innovation, leveraging its logistics potential to elevate the city’s status and improve residents' quality of life.
Comrade Hoang Minh Cuong also presented a souvenir to the delegation from Nanning City People's Government (China). Comrade Zhang Zi'an expressed deep admiration for Haiphong’s dynamic development and hospitality, noting that Vietnam-China relations are entering a phase of deeper growth. He stressed that city-to-city partnerships, such as between Haiphong and Nanning, serve as a solid foundation for boosting trade, cultural-social ties, and concretizing the Comprehensive Strategic Cooperative Partnership between the two nations.

In response to proposals on cultural-media exchanges, the Nanning delegation suggested joint TV programs (e.g., Lunar New Year Galas, Mid-Autumn Festival specials) and AI applications in translation, news production, and AI-powered hosts for promotional campaigns. These initiatives aim to deepen mutual understanding between the peoples of both cities.
This meeting reaffirmed both cities’ commitment to substantive, multifaceted cooperation—spanning economy, trade, culture, education, digital transformation, AI, and media—thereby strengthening the traditional Vietnam-China friendship and fostering practical, sustainable local-level collaboration.
