Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong chaired a meeting on the implementation of digital transformation in the construction sector at the Department of Construction.
(Haiphong.gov.vn) – On the afternoon of March 3, Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong, Standing Deputy Head of Steering Committee of the City digital transformation chaired a meeting to listen to reports on implementing digital transformation in construction sector of Hai Phong City to 2025, with orientation to 2030. Attending the meeting, there were leaders of relevant departments and agencies.
Deputy Director of the Department of Construction Mr. Nguyen Hoang Linh presented reports on digital transformation implementation in the construction sector.
Defining digital transformation in the construction sector is an important task to increase the efficiency of labor productivity, the competitiveness of products, goods and enterprises in the construction sector; improve the efficiency and effectiveness of state management, the quality of public services.... Reporting at the meeting, Deputy Director of the Department of Construction Mr. Nguyen Hoang Linh said that recently, the Department of Construction has consolidated the Steering Committee on digital transformation of the Department of Construction; issued programs and plans with many specific tasks assigned to divisions and units for implementation.
Currently, the Department has completed the digitization and storage of administrative procedure settlement results of 2021; and at the same time, implemented the review and digitization of administrative procedure settlement results in the period of 2014 - 2020; built a digital database of legal documents…
Deputy Director of the Department of Information and Communications Mr. Vu Dai Thang gave a speech at the meeting.
In 2022, Department of Construction will focus on implementing the project on digitizing construction planning database of the City, with the goal of digitizing about 5,000 construction planning dossiers, all kinds of planning certificates stored by Department of Construction and Districts, as well as a number of existing detailed planning, subdivision planning, general planning to build a sharing construction planning databases; build a certificate database on construction activities, construction practices, architectural practices of organizations and individuals; a database on commercial housing projects, social housing; a database on construction permits....

In the period of 2023-2025, the Department of Construction will focus on building databases; digitizing legal documents, standards and regulations; publishing price indexes of some urban real estate, construction norms and prices, housing, real estate market, construction material exploitation and production on the Department website.

Speaking at the meeting, Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong emphasized: Construction is currently one of five sectors selected and prioritized in the City digital transformation orientation roadmap, with the goal of striving to make fundamental changes, creating clear and transparent values in management activities.
However, currently, the management is still done manually, so with current low starting point, the construction sector has to make more efforts and investment to make digital transformation successfully. Vice Chairman of the City People's Committee Mr. Hoang Minh Cuong acknowledged the activeness in early promulgating an action plan, establishing a steering committee... However, according to the Vice Chairman, the construction sector needs a specific roadmap, constantly improve the thinking and awareness of civil servants and officials to properly and fully understand the goal of digitization, which is to serve people and businesses, thereby effectively provide services and create value.
The Vice Chairman suggested that the Department should consult and learn from experiences of other sectors and localities; study the decentralization to carry out synchronously from the Department to Districts in implementing digitization to create consistency in databases, contributing to speeding up the implementation progress, along with paying attention to clarifying issues of smart cities for effective implementation in the coming time.
