The relocation of Hai Phong politico-administrative center to the northern area of Cam River aimed at realizing criteria of smart and green city, laying firm foundation for the city’s socio-economic development.

Standing Board of Hai Phong Party Committee had issued Resolution No. 05-NQ/TU on the relocation of the City’s Politico-Administrative Center to the northern part of Cam River, in which 2025 was the deadline assigned by the Politburo in its Resolution
No. 45-NQ/TW dated January 24, 2019 on Hai Phong City Construction and Development by 2030, vision to 2045.
The City’s new Politico – Administrative Center, with modern facilities towards concentration and close connection among state agencies would facilitate the application of advanced technology into administrative procedures for a better service at a low cost to residents and enterprises; creating modern urban landscape and development drive for the adjacent areas, contributing to the city’s socio-economic growth.
Besides, the relocation was for the city’s embelishment at old urban areas towards fulfilling all criteria of class -1 city and preparing for those of a special city on the one hands and to build up a new modern sustainable residence in the northern Cam river on the other hand; raising land value for a better opportunity of development.
According to the City’s plan, the relocation would finish by the first quarter of 2025 in which The City Center of Convention - Art Performance and Politics Square would be ready by April 2025 for the 70th anniversary of Hai Phong Liberation Day 13/5/1955-13/5/2025, 2025 Flamboyant Flower Festival and by September 2025 for the 17th City Congress for the 2025-2030.

The new Politico – Administrative Center was designed in harmony with the city’s overall architecture and landscape, well demonstrating the city’s identity, in which the Center of Convention – Art Performance, a multifunctional complex equipped with modern sound and lighting system, would be among the City’s iconic symbol.
Regarding the project capital, , in the period of 2021 – 2025, the City focused on mobilizing public investment to accomplish the Convention-Art Performance Center and Politico – Administrative Center and put former headquarters of departments and agencies up to auction after relocation to create supplementary investment capital while publicizing the planning of new Cam river residence to attract investors for the projects, creating addictional revenue for the city./.
