Expanding Modern Urban Spaces in Hai Phong

As the city welcomes 2025, Hai Phong City is abuzz with good news: An Duong has been elevated to a district, and Thuy Nguyen City has officially been established as part of the city’s jurisdiction. Numerous key projects have been launched and completed, while urban infrastructure improvements are giving the city a fresh and modern appearance.

Numerous key projects have been launched and completed, while urban infrastructure improvements are giving the city a fresh and modern appearance.

Shaping New Urban Spaces

As 2024 drew to a close and 2025 approached, Hai Phong resembled a vast construction site. Workers at key projects in the Bac Song Cam New Urban Area—including the Political-Administrative Center and the City’s Convention-Performance Center—were racing to complete final construction and interior fit-out phases. These major projects are crucial in shaping the new urban space of Bac Song Cam New Urban Area, which aims to become a green, civilized, and modern city zone. This area is envisioned as a hub for administrative, political, financial, commercial, cultural, and recreational activities, complete with housing boasting a high quality of life and strategically located for national defense and security.

Alongside this development is the Vingroup-backed Vu Yen Island project, which includes entertainment, housing, and eco-park zones, creating a vibrant and modern Thuy Nguyen City.

Extending towards the southeast, a modern, multifunctional urban zone is taking shape, linking to the city’s historic core via high-speed corridors such as Pham Van Dong and Lach Tray roads. In Duong Kinh and Do Son districts, numerous urban and tourism development projects by Him Lam, Geleximco, and BRG are under construction, including the Dragon Hill International Tourism Area, a golf and residential complex, and the Vinhomes Duong Kinh – Kien Thuy New Urban Area. These developments continue to expand the southern urban chain along the Lach Tray River, complemented by hotels, educational institutions, healthcare facilities, and commercial centers like AEON Mall Hai Phong Le Chan, CHUO Hotel, Vinmec Hospital, Hoang Huy Commerce, and Singapore International School.

Hai Phong is also vigorously advancing eastward, building Cat Hai Island into a tourism urban zone connected to the international seaport and the Dinh Vu – Cat Hai Economic Zone. A new urban area is emerging as large-scale social and worker housing projects by Vingroup and Pegatron Vietnam are rapidly under construction in Hai An District.

 

A Modern Cityscape

While modern urban spaces expand, the city is also prioritizing the renovation of older urban areas to meet the standards of a first-class city, elevating residents’ quality of life. In 2024 alone, over 20 central streets were revamped. Numerous parks and green spaces have been established, while old apartment buildings are being demolished to make way for green spaces and public amenities. Large-scale housing and commercial projects such as Diamond Crown Le Hong Phong, Hoang Huy Commerce, and social housing projects at Lac Vien, 384 Le Thanh Tong, and 39 Luong Khanh Thien are also rising, adding modern architectural highlights.

Urban revitalization is being carried out decisively under the city’s leadership, even if it means revoking unused “golden land” sites where businesses have been slow to act. Many old factories, warehouses, and disused administrative buildings in the inner city have been cleared to attract investment in commercial, service, and social housing projects. Along the southern bank of the Cam River, Hoang Dieu Port is being relocated to make way for modern projects like Nguyen Trai and May Chai bridges, along with commercial-service hubs. Cultural and historical architecture is carefully preserved and integrated.

According to Nguyen Thanh Hung, Director of the Department of Construction, Hai Phong’s urban landscape will soon be modern, dynamic, and rich in character—making it a truly livable city. Notably, the city has made urban development its 2025 theme, with clear goals to “expand economic and urban spaces; improve special mechanisms and policies; and accelerate green and digital transitions.” With this vision, reflected in the city’s 2040 Master Plan (with a vision to 2050) and the 2021–2030 Plan (with a vision to 2050), plus the city’s unwavering commitment, Hai Phong is well on track to becoming one of the region’s and the world’s leading urban centers.
