In 2025, Hai Phong City achieved breakthrough results in ensuring security and order, creating a stable environment for socio-economic development. Social order crimes in the area decreased sharply by 511 cases, equivalent to 29.9% compared to the same period in 2024.
Strength from the "All People Protect National Security" Movement
This impressive result was significantly contributed to by the public, who provided the police force with 3,948 valuable sources of information, helping investigate, discover, and promptly handle 796 cases. The city also consolidated its core grassroots forces with 3,086 Security and Order Protection Groups comprising nearly 10,000 members, ensuring that security maintenance activities remained smooth even after the reorganization and merger of administrative units.

Foreign Affairs: A Vital Link in International Crime Prevention
Amidst the complicated developments of foreign-related crimes, the Hai Phong Department of Foreign Affairs has affirmed its core role in inter-sectoral connection and coordination for crime prevention.
- Combating foreign-related crimes: From late 2024 to late 2025, the Department coordinated with diplomatic representative missions to handle 17 cases of foreign citizens violating the law in the city. Major violations included property theft, illegal drug transportation, gambling, smuggling, and the illegal trading of bank account information.
- Protecting citizens from the "light work, high salary" scam: The Department received and processed 24 cases involving 75 Hai Phong citizens who were lured by fraudulent organizations to Cambodia, Myanmar, and Laos for illegal labor or were forced to work in casinos and high-tech scam centers.
- Strategic advisory role: In response to the sudden increase in citizens being tricked into going to Cambodia, the Department of Foreign Affairs promptly issued Official Dispatch No. 245/NV-LSNVNONN (February 2025) to advise the City People's Committee to direct the police force to thoroughly investigate and handle organizations luring people to exit the country illegally.
Promoting Preventive Diplomacy and International Cooperation
Foreign affairs activities do not stop at handling consequences but also focus strongly on prevention. The Department of Foreign Affairs has proactively coordinated with the Consular Department (Ministry of Foreign Affairs) and Vietnamese representative missions abroad to capture information and promptly detect and prevent sensitive issues regarding foreign affairs security.
In particular, the city has stepped up propaganda through overseas Hai Phong associations, disseminating information about new methods and tricks of human traffickers associated with the "Leaving No Child Behind" movement. The Department also effectively utilized its electronic information portal and foreign affairs publications to provide legal education for foreigners living and working in the locality.
In the coming time, facing the sophistication of crimes using high technology and Artificial Intelligence (AI), Hai Phong is determined to continue strengthening international cooperation and establishing hotlines with foreign organizations to promptly rescue victims and maintain security and order in the area.
