Education and Training sector striving to be in the City’s top list of digital transformation

(Haiphong.gov.vn) – On February 24 afternoon, Vice Chairman of the City People’s Committee Hoang Minh Cuong had a meeting with the Education and Training Department on the implementation of digital grade books and school records for educational management reform, online pubic service in education sector and the legal problems of digital signature in electronic school records.

Director of Education and Training Department Bui Van Kiem gave speech at the meeting.

According to the Department’s report, electronic grade book and school record had been used in the city education database since 2020-2021 schooling year, in which teachers inserted mark input into the system for the school’s gradebook and record printing, manual signing and seal.

By studying legal documents on digital signatures for the sector’s electronic records authentication, Department of Education and Training figured out the following advantages: legality of digital signatures recognized; great attention to digital transformomation from leaders at all levels specified in official resolutions and plans; electric records accepted to replace paper records as regulated in Ministry of Education and Training’s new circular; Department of Education and Training’s full authority in managing electronic records following the sample database of MOET.

However, the aforementioned circulars allowing the use of electronic records had not mentioned (electronic) records authentication. Besides, MOET had not issued either regulations on data interoperability protocols or guidance on electronic signatures in electronic records. Meanwhile, the City’s Education sector’s current database was not appropriate for electronic signature.

Listening to comments of relevant departments and units’ leaders, Vice Chairman of the City People’s Committee Hoang Minh Cuong expected leaders and teachers at schools to get united to strive to lead the top in the city’s digital transformation with its available database system as an advantage. He underlined that technological application and digital transformation had been the strategic tasks creating significant changes in the educational sector, which needed to be done immediately with great endeavour on the basic of new awareness and measures. First of all, it was necessary to establish the Steering Board on Digital Transformation in Education, drafting a roadmap for the sector’s data review, standardization and cleansing to be synchronized with the national population database system, which would make ground for the further steps. At the same time, it was also an immediate task to soon deploy digital signature and school records. The Vice Chairman emphasized that the early implementation of digital signature would be a challenge but also an opportunity for Hai Phong to become one of the leading localities in digital transformation nationwide
