Driving the Private Economy as the most Important Motivator – Hai Phong Decisively Implements the Prime Minister’s Directives

On February 9, 2026, the Government Office issued Notice No. 72/TB-VPCP conveying the conclusions of Prime Minister Pham Minh Chinh at the fourth meeting of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development. Following this, the Hai Phong City People's Committee issued a document directing all levels and sectors to strictly implement these contents to create breakthroughs for the local economy.

The Private Economy in 2025: Breakthrough Milestones

At the meeting, the Prime Minister highly appreciated the comprehensive results of the private economic sector in 2025, which helped strengthen the confidence of the business community. Key achievements included:

  • Strategic Stature: The private economy is clearly identified as a most important driver of the national economy.
  • Massive Resource Mobilization: Out of a total investment of over 5.14 million billion VND for 564 projects celebrating the 14th National Party Congress, private capital contributed 3.84 million billion VND (accounting for 74.6%).
  • Substantive Reforms: Over 30% reduction in the quantity and resolution time of administrative procedures; the National Law Portal was launched to listen to feedback from businesses.
  • Growing Scale: By the end of 2025, there were over 1 million active enterprises nationwide.

2026 Goals: "Double-Digit" Growth and the "5-ization" Strategy

Entering a new phase, the Prime Minister set a goal for the private economic sector to achieve double-digit growth to lead the country's overall economic growth targets. The action motto is: “Constructive State, pioneering businesses, public-private companionship, developing country, happy people”.

To realize this goal, the Prime Minister requested the implementation of the “5-ization” strategy: digitalization, greening, resource optimization, smart management, and harmonization of interests between the State, the people, and businesses. Simultaneously, businesses need to implement “5 pioneers,” especially pioneering in innovation, digital transformation, and the development of science and technology.

Hai Phong's Action: Reducing Administrative Procedures by at least 30%

Implementing the directives from the Central Government, Vice Chairman of the Hai Phong City People's Committee Le Trung Kien requested departments, sectors, and commune-level People's Committees to urgently study and implement the Prime Minister's conclusions.

The city's key tasks include:

  • Strong Reform: Striving to cut administrative procedures by at least 30% in the coming year compared to the previous year.
  • Digital Transformation: Focusing on building a database according to the principle of "Right - Enough - Clean - Live - Unified - Shared".
  • Strict Supervision: Units must report implementation results monthly to the Department of Finance for synthesis and reporting to the City People's Committee.

The city government pledges to always accompany and promptly resolve difficulties so that the private economy in Hai Phong can fulfill its role as a driving force, contributing actively to the nation's prosperity.
