Currently, industrial parks and economic zones in Hai Phong City are considered to be at the forefront of green transformation activities, typically DEEP C Industrial Park and Nam Cau Kien Industrial Park. In addition, Hai Phong City also established the Southern coastal economic zone with the orientation of a green economic zone and oriented newly established industrial parks according to the ecological industrial park model.
Mr. Le Trung Kien - Head of Hai Phong Economic Zone Management Board said that green transformation is the transition from normal technology, which emits a lot of CO2, to a new energy, which emits less CO2 and seeks cleaner energy. Energy transformation is an inevitable and urgent requirement, not only stemming from Vietnam's commitment at COP26 but also the practical needs of each enterprise and each industrial zone. Hai Phong City is pioneering in building ecological industrial zones and green economic zones, with mandatory criteria on the use of clean energy, renewable energy and environmental friendliness.

In fact, natural gas is an important solution to replace and reduce carbon emissions. Compared to coal, gas produces only half the amount of CO2 and 1/10 of other air pollutants. Many countries, including the US, China, Japan and South Korea, have increased the use of gas to produce electricity, in order to reduce emissions and achieve the goal of limiting climate change. In Vietnam, the use of natural gas has also been applied.
“In Hai Phong City, as a state, the city has prepared a lot of clean energy for businesses to use in the future. Hai Phong City has been approved by the Prime Minister for an LNG power plant. Hai Phong City will use this LNG as a cleaner energy source for investors to use. However, businesses must also be aware to convert and use cleaner energy. If we do not use cleaner energy, we must convert technology to use better energy. We may be using diesel, then switch to LNG. We may use more electricity, then switch to gas to reduce emissions. Each business that contributes will reduce those emissions. And thus, the development of Hai Phong City will become more sustainable and greener,” said Mr. Kien.
Mr. Dong Bin - General Director of FLAT Vietnam Co., Ltd. said: “Due to the nature of being a glass manufacturing enterprise, we also use a very large annual fuel consumption. In order to meet the requirements of the enterprise and keep up with the flow of fuel conversion in Vietnam, in the past few years, in the process of researching fuel conversion, we have been focusing on LNG. When using this fuel source, the environmental protection factor and CO2 emission reduction are solved very well. If converted to m3, we will use about more than 100 million m3/year of LNG gas. Therefore, we really hope to be able to convert to using LNG soon”.
Be proactive in the transformation race
To inspire the spirit of action and high consensus from the business community as well as management agencies, laying the foundation for the next specific actions in promoting energy conversion in Hai Phong Industrial Parks and Economic Zones, recently, in Hai Phong City, a seminar on "Energy conversion for sustainable development in Industrial Parks and Economic Zones in Hai Phong City" took place.
At the seminar, businesses, gas suppliers, experts and managers exchanged and discussed the advantages and difficulties in the energy transition process.
Businesses share clean energy conversion solutions for industrial parks in Hai Phong
According to experts, in the current context, the transition from traditional high-emission fuels to liquefied natural gas and renewable energy is an inevitable trend. However, businesses also face challenges in terms of financial resources, technical infrastructure and technology.
Mr. Dong Bin - General Director of FLAT Vietnam Co., Ltd. commented that a current challenge is that the current LNG supply in Northern Vietnam is still very scarce. Therefore, the top priority to be able to supply LNG to businesses is a stable supply and production safety for the factory. "The Hai Phong City government and the Hai Phong Economic Zone Management Board have had activities that are very similar to our future direction of converting this gas. We really hope to have the opportunity to cooperate in the near future," Mr. Dong Bin added.
Mr. Do Pham Hong Minh - Director of PV GAS D Company said: "The current difficulty in converting green energy for industrial parks and economic zones is that the infrastructure of Hai Phong City and the previously established industrial parks do not have a plan for the gas system, so it is difficult to add suitable land area for the plan. Second, foreign corporations in Hai Phong City already know about this natural gas, so the conversion is not difficult, but for Vietnamese enterprises, there are problems with costs. Along with that, most enterprises using coal are very hesitant to switch to natural gas".
In 2025, with the theme of “Green Transformation” identified as the key goal, Hai Phong City is actively implementing specific solutions to reduce greenhouse gas emissions, fulfilling the commitment to achieve net zero emissions by 2050, while enhancing the competitiveness of local businesses. The locality is also committed to investing heavily in renewable energy infrastructure, including the liquefied natural gas and wind power plants in Bach Long Vi, creating an abundant source of clean energy for businesses.
Mr. Le Trung Kien - Head of Hai Phong Economic Zone Management Board commented that businesses need to be more proactive in converting from traditional energy sources to cleaner and more sustainable energy sources such as LNG... Hai Phong Economic Zone Management Board will advise and propose to the city and the Central Government to have preferential mechanisms for businesses using clean energy.
“LNG fuel source in the emission statistics table is the cleanest fuel, safer than other fuels. This energy conversion has been taken into account by Hai Phong City and has a specific strategy and plan. To concretize the green energy conversion solution for industrial parks and economic zones in Hai Phong City, the enterprise has proposed to implement the project at VSIP, DEEP C and Nam Dinh Vu industrial parks. We also received enthusiastic and proactive support from the state management agencies of Hai Phong City,” Mr. Minh added.
