Developing Industrial Zones and Clusters in Tien Lang District: Positive Signs Emerging

On April 18, construction officially began on Tien Thanh Industrial Park (IP)—the first industrial park in Tien Lang District—covering more than 410 ha. Coinciding with the 70th Anniversary of Hai Phong’s Liberation (May 13), Tien Cuong 2 Industrial Cluster (IC), located in the district, will be inaugurated. According to the Southern Coastal Economic Zone plan, Tien Lang is designated as a central locality. Establishing and developing a network of industrial parks and clusters not only meets demand for production sites, business expansion, job creation, and improved living standards but also plays an essential role in shifting the district’s economic structure toward industrialization and modernization.

A Buzz of Industrial Activity

At 10:00 AM on April 18, following the groundbreaking ceremony, dozens of excavators, cranes, and trucks started intensive site preparation at the Tien Thanh IP project. Earthmoving and site-leveling equipment worked continuously to prepare the ground. As the first industrial park in Tien Lang, Tien Thanh IP is expected to bring fresh development momentum to local authorities and residents.

Nguyen Van Binh, Chairman of Viet Phat Group (developer of Tien Thanh IP), stated the project covers over 410 ha with total investment exceeding VND 4,600 billion. Infrastructure is being built to international standards, aiming for a green, smart, modern, and eco-friendly industrial park. Upon completion, Tien Thanh IP will attract investors in sectors such as clean industries, FDI, high-tech manufacturing, and supporting industries. When fully occupied, it is expected to create around 30,000 jobs, contributing to socio-economic growth and improved living standards in the district.

After nearly a year of infrastructure construction, Tien Cuong 2 IC—covering more than 50 ha and developed by Tien Phat Infrastructure Investment JSC—will be inaugurated on Hai Phong’s 70th Liberation anniversary. The cluster is ready to welcome secondary investors to build factories and establish operations.

Pham Quang Khang, CEO of Tien Phat Infrastructure Investment JSC, said that following land handover and groundbreaking on May 18, 2024, the developer mobilized financial, equipment, materials, and manpower resources to accelerate infrastructure works at Tien Cuong 2 IC, including power, clean water, wastewater treatment, and internal road networks. They also actively support secondary investors with factory construction procedures to promote early operation, production, and local job creation.

Completing Connecting Transport Infrastructure

Tien Lang District plans seven industrial zones/clusters: Tien Thanh IP (over 410 ha); Tien Lang Town IC – Phase 1 (50 ha); Dai Thang IC (21 ha); Tien Cuong 1, 2, 3 ICs (nearly 130 ha); Quang Phuc IC (50 ha); and Quyết Tiến IC. Under Prime Minister's Decision No. 1511/QĐTTg, Tien Lang is designated as the “heart” of Hai Phong’s second coastal economic zone.

With rapid economic growth and urban expansion, demand for industrial land has soared. On April 15, at a review meeting on industrial cluster and urban area projects, city leaders asked Tien Lang District People’s Committee to urgently resolve outstanding issues so that Tien Cuong 2 and Dai Thang clusters can accelerate infrastructure and attract investment. They also requested Quang Phuc IC’s investor to quickly contribute clearance funds.

At the groundbreaking of Tien Thanh IP, the developer was tasked with accelerating construction to attract investors in Q3 2026. The city is directing various investment promotion measures to speed up occupancy in emerging industrial areas.

Following city directives, Tien Lang District is focusing on synchronized investment in transport infrastructure as a competitive advantage. District Chairman Luong Van Minh highlighted geographical assets and the soon-to-open coastal road. He added that the road connecting provincial highway 354 (Tien Lang) and national highway 10 (Vinh Bao) is accelerating. In the future, with the Southern Coastal Economic Zone and Tien Lang International Airport in operation, the district’s transport infrastructure will be fully developed—creating a significant edge in attracting investment to local industrial zones and clusters.
