Developing human resources and green jobs in Hai Phong

In the context of the world changing strongly in the face of challenges from climate change, environmental pollution and sustainable development requirements, human resource development and green job creation have become one of the important pillars towards the goal of green growth. In Hai Phong, a dynamic port city of Vietnam, the government and functional agencies have been synchronously implementing many solutions to build a workforce that meets the requirements of a green, circular and environmentally friendly economy.

Policy planning and building a foundation for green human resource development

Hai Phong has recognized the importance of human resources in the green growth strategy early on. In 2024, the city advised the Standing Committee of the City Party Committee to issue Resolution No. 14-NQ/TU dated May 13, 2024 on innovation, development, and improvement of the quality of vocational education by 2030, with a vision to 2045. At the same time, the City People's Council also issued Resolution No. 03/2024/NQ-HDND dated July 19, 2024, stipulating policies to support training in a number of occupations in the area for the period 2024-2030, with the goal of specifying orientations for human resource development associated with the green economy. The plan to implement this resolution was issued in Plan No. 220/KH-UBND dated September 17, 2024, as a basis for practical implementation. Currently, the city's vocational training network is quite developed with 39 formal vocational training institutions and 25 other vocational training institutions, serving the training of more than 100 occupations. In particular, the city has proactively added many new occupations directly related to the green economy such as: drainage and wastewater treatment engineering, industrial wastewater treatment, environmental engineering technology, water resources engineering technology. In particular, Hai Phong Technical College has been granted the right to train water resources engineering technology at the college level, marking an important step forward in training high-quality green human resources. Vocational training institutions have also actively innovated training programs, incorporating green criteria into output standards, including green skills, knowledge of environmental protection and labor safety. Some green criteria have been included in the quality assessment criteria of vocational training institutions, creating a foundation for building green, clean, and safe educational institutions.

Investing in facilities and improving staff capacity

Hai Phong pays special attention to investing in green, clean, and smart educational facilities. The city is actively implementing projects to modernize teaching equipment, build standard libraries, apply advanced information technology, and develop smart, environmentally friendly school models. Educational facilities are built and upgraded according to green standards and criteria, contributing to realizing the city's green growth action plan.

In parallel with developing facilities, the city also pays special attention to improving the quality of cadres, civil servants, and public employees. The recruitment process ensures publicity, transparency, fairness, creating conditions to attract high-quality human resources, meeting the requirements of tasks in the new development stage, especially in implementing the green growth goal.

Integrating green content in general education and career guidance

In order to build a generation of green workers right from school, Hai Phong has actively implemented career guidance education, integrating green growth content in general education programs. Content on environmental protection, tree protection, and water source hygiene are integrated into subjects such as Geography, Natural Sciences, Natural Sciences - Society and extracurricular activities. Schools implement 100% of environmental protection commitments between students and teachers, including criteria for maintaining classroom hygiene and general hygiene in emulation and rewards.

In addition, propaganda work on green growth is regularly carried out through flag-raising ceremonies, class activities, bulletin boards, and youth radio broadcasts, thereby gradually raising awareness and forming good habits for students in environmental protection. Schools coordinate with parents, local authorities, and community organizations to organize practical activities on environmental protection, guiding students in choosing careers associated with green economy, circular economy, digital technology, and digital transformation.

Towards a green workforce, serving the green economy

The synchronous solutions that Hai Phong city is implementing have contributed to forming a green workforce, meeting the needs of key economic sectors as well as new areas such as circular economy and digital economy. The city's vocational training structure has been gradually adjusted to suit the practical needs of the labor market, strengthening key vocational training at international, ASEAN and national levels, especially in sectors directly related to environmental protection and sustainable use of natural resources.

These are important steps, affirming Hai Phong's commitment to implementing the goal of green growth, sustainable development, actively contributing to the implementation of national commitments on climate change response and low-carbon economic development.
