Developing High-Tech Industry – A Lever for Hai Phong’s Breakthrough Growth

Thoroughly internalizing the spirit of Resolution 57, while continuing to implement the strategic objectives set out in Resolution 45-NQ/TW and Conclusion 96-KL/TW on city-building and development, Hai Phong has determined that its future development path must be firmly anchored in the foundations of science & technology (S&T), innovation (I), and digital transformation (DT). Promoting investment attraction and developing high-tech and digital industries are not only central tasks, but also breakthrough solutions for Hai Phong to successfully play a pioneering role in industrialization—modernization and contribute significantly to regional and national development.

The Crucial Role of Industrial Parks & Economic Zones

Recognizing global sustainable development trends and the driving power of industrial clusters, Hai Phong pioneered the planning and establishment of Industrial Parks (IPs) and Economic Zones (EZs) since the 1990s. Over more than three decades, these IPs and EZs have become the backbone of the city’s economy, as well as crucial incubators for high-tech industry, attracting global investors.

Currently, the Đình Vũ–Cát Hải strategic EZ is operating effectively while the Southern Coastal EZ is under development. With 18 existing IPs covering over 7,000 ha, Hai Phong has successfully created a diverse and dynamic industrial ecosystem. This is not just a collection of standalone production areas but an integrated system where infrastructure, services, and production are tightly connected to facilitate investment and development.

This ecosystem's growth has relied heavily on professional and reputable infrastructure investors such as DEEP C, Tràng Duệ, VSIP Hải Phòng, and Nam Đình Vũ. These IPs have played a key role in attracting massive domestic and foreign investment, introducing international standards in technical and social infrastructure, supporting services, and modern, sustainable management processes. This robust foundation has enabled large-scale manufacturing projects in electronics, equipment, precision mechanics, logistics, and auxiliary industries.

A special competitive edge comes from the integrated link between Đình Vũ–Cát Hải EZ, the IPs, and the deep-sea Lach Huyen Port. With berths 1 & 2 already in stable operation, berths 3–6 under commissioning, and future berths in plan, this international gateway port is a critical logistics hub in Northern Vietnam. The seamless connection optimizes supply chains, reduces transport costs, shortens delivery times, and provides undeniable competitive advantages to businesses. Through this "EZ–IP–Port" synergy, Hai Phong has confirmed its position as a leading industrial and port-services center—an attractive destination for global investors in Vietnam and Southeast Asia.

Shifting Investment Toward Depth: Prioritizing Science & Technology

Following the spirit of breakthrough in Politburo Resolution 57-NQ/TW (22 Dec 2024) on national development of S&T, innovation, and digital transformation, Hai Phong has taken a strategic shift in investment attraction—moving decisively from breadth to depth. The core objective is not merely to increase capital scale but to enhance S&T content, drive innovation, and accelerate digital transformation across the economy.

By the end of 2024, the results proved this shift: Hai Phong’s IPs and EZs had attracted over 840 investment projects with nearly USD 48 billion in registered capital. The average investment per industrial hectare is nearly USD 11 million—2.2 times the national average—highlighting its exceptional attractiveness for high-tech, capital-intensive projects aligned with Resolution 57.

More importantly, funding has increasingly focused on large-scale, technology-driven, eco-friendly projects that produce high added-value goods and can integrate deeply into global supply chains—key breakout fields for S&T and innovation. Leading global tech investors like LG (USD 9.24 bn), Bridgestone (USD 1.22 bn), Regina Miracle (USD 1 bn), Pegatron (USD 1 bn) speak not just of big capital, but long-term vision.

High-quality investment has directly boosted the S&T content in the city’s industrial structure. The share of high-tech industrial products in the manufacturing sector jumped from 43% (2018) to 60.6% (2023). The industrial production index (IIP) grew impressively—over 14% annually (2019–2024)—reflecting not only economic vitality but also the guiding role of science-innovationdriven industries, in line with Resolution 57.

Building a Comprehensive Ecosystem for the S&T & Innovation Revolution

Hai Phong is making synchronized efforts across multiple fronts to build a strong launchpad for transformation under Resolution 57:

Institutional & Policy Refinement: Beyond applying general regulations, the city actively reviews, researches, and proposes to central authorities distinctive, superior policies to create a transparent legal corridor—minimizing barriers and maximizing facilitation for R&D, new technology application, and IP protection. Digital-first business models are strongly encouraged, with targeted tax, credit, and land incentives for S&T, innovation, and digital transformation projects.

Administrative Reform & Digitalization: Administrative procedures—especially for business registration, investment, and tech project licensing—are being digitized and simplified. Improving the provincial business environment competitiveness index (PCI) is a constant core political objective to build enterprise trust.

Modern, Integrated Infrastructure: Hai Phong is leveraging its advantages as a logistics hub with multimodal connectivity: interregional expressways, Lach Huyen and upcoming Nam Đồ Sơn deep-sea ports, the upcoming Cát Bi and Tiên Lãng international airports, and a planned modern railway network. Simultaneously, the city is investing ahead in advanced digital infrastructure: widespread 5G networks, secure modern data centers, and strong cloud platforms—essential foundations for digital transformation in government, industry, logistics, and society, enabling IoT, Big Data, and AI applications.

HighQuality Human Resource Development: Orienting workforce investment as sustainable future investment, Hai Phong is implementing measures in high-tech, IT, automation, semiconductors, AI, data science. Bold policies are issued to attract international talent and experts. The "State–School–Enterprise" linkage is promoted to ensure vocational training meets industry needs, solving high-tech labor supply-demand balance. Understanding that "housing is fundamental to career," the city is accelerating modern social housing and workers' housing projects, along with high-level cultural, sports, health, and education facilities to attract and retain elite talent.

Innovative Investment Promotion: Investment promotion is being transformed into proactive, professional, and strategic approaches. Beyond conventional conferences, city leaders actively participate in campaigns in potential markets, engaging in frank, open dialogues with major investors and global tech corporations. The consistent message: Hai Phong is strongly committed to providing the most favorable conditions, working alongside investors to promptly resolve challenges. The city is rolling out a red-carpet welcome to hightech, coretech, R&D, ecofriendly investment projects aligned with sustainable development and breakthrough goals under Resolution 57.

Expanding Development Space: Southern Coastal EZ & Tech Ambition The Prime Minister’s approval for establishing the Southern Coastal EZ in Hai Phong, planned to cover 20,000 ha, marks not just spatial expansion but a strategic milestone for Hai Phong Port city. This EZ is expected to become a next-generation growth core—where tech excellence and investment converge to power socioeconomic uplift.

Its potential is magnified by integrated international-level infrastructure development—including Tiên Lãng International Airport, Nam Đồ Sơn deep-sea port, and the pioneering idea of establishing a Free Trade Zone with breakthrough policies, creating one of the most advanced modern industrial-service-urban complexes in Vietnam. This will attract unprecedented investment, especially high-tech, R&D centers, semiconductors, renewable energy, intelligent logistics, and advanced marine economies based on digital and sustainable foundations.

Vision 2030 and Beyond

Continue planning and establishing new advanced-model IPs.

Enhance the flagship role of existing IPs & EZs so that their contribution to the city’s total industrial production value and exports exceeds 90%.

Remain steadfast in attracting FDI and DDI of high quality, focusing on projects with high added-value and core technology.
