The City People’s Committee had issued Plan no. 189/KH-UBND on developing the reading culture in the community to 2025, with orientation to 2030 in Hai Phong City with the specific goals by 2025 as follows: 100% of the city’s public libraries and the City General Library of Science will complete digital infrastructure, digital data, data interconnection; 90% of pupils, students, and other learners at educational institutions have access and use of information and knowledge at public libraries…
Another goal is that 50% of rural population and 40% of those in difficult areas are able to access and use information, knowledge and relevant services.
The Plan points out six key task groups: strengthening information dissemination of library activities; encouraging people to create reading habits; perfecting the mechanism and stepping up socialization; improving the performance of the public library system; enhancing the quality of content and publication methods; expanding international cooperation.
The City’s leaders also require a thorough understanding among officials, civil servants, public employees and the city people on the policy of reading culture building and development towards the goal of forming knowledgeable and intelligent citizens to adapt to the development of modern society, strengthening law observance, forming a healthy lifestyle and building a learning society.
