On November 22, the Government Office issued Document No. 316/TB-VPCP announcing the conclusion of Deputy Prime Minister Le Van Thanh at a meeting with leaders of Hai Phong city on October 23 on performing tasks in the first 10 months of 2021; expected implementation results in 2021, key tasks in 2022 and some recommendations.

Accordingly, after listening to the report of the Chairman of the Hai Phong City People's Committee, the opinions of the leaders of the ministries and offices, the Deputy Prime Minister concluded as follows:
Since the beginning of the year, Hai Phong city has successfully organized the "double" task of preventing and controlling the Covid-19 epidemic and maintaining and developing socio-economic activities. Although the trade, service and tourism sectors were affected by the Covid-19, the city's economic growth still reached a high level compared to the national average: Economic growth in 9 months increased by 12.28%, 8.65 times higher than the whole country (1.42%), leading the localities in the country. In the first 10 months of 2021, Hai Phong is the province attracting the highest FDI in the country; index of industrial production (IIP) increased by 19.22%; total state budget revenue in the area reached more than 73,000 billion VND, increasedby more than 17%; total export turnover reached more than 18 billion USD, increased by approximately 25%. Foreign investment attraction reached nearly 3 billion USD, as twice as the same period last year. The quantities of goods through the port reached more than 119 million tons, increased by 7%... In recent years, Hai Phong has been ranked in the top of the country in terms of PCI. The socio-economic infrastructure has been focused on increasing investment, and many important urban and transport infrastructure projects have been started building. The fields of culture - society, welfare work and social welfare are paid attention, contributing to improving the people's quality of life. In addition to opportunities, advantages, location and potential, Hai Phong also has some difficulties and challenges in the successful implementation of Resolution No. 45 NQ/TW dated January 24, 2019 of the Politburo: The improvement of the business investment environment to maintain a high growth rate; total social investment capital in 9 months reached about 118,000 billion dong, just reached 58.25% of the year plan (204,000 billion dong), this is a huge challenge for Hai Phong city to achieve the goal of more than 1 million billion dong of investment capital in the next 5 years; challenges on budget revenue, the goal is that by 2030, budget revenue in the area will reach 300,000 - 310,000 VND.
In the coming time, the city needs to closely follow and organize the successful implementation of Resolution No. 45 NQ/TW dated January 24, 2019 of the Politburo on construction and development of Hai Phong city until 2030, with a vision to 2045 and the Resolution of the 16th Congress of the Party Committee of Hai Phong City, term 2020-2025.
Regarding industry: Focus on expanding industrial zones and clusters, strengthening the management of industrial zones, and overcome violations of construction order. Industrial zones meet the criteria of civilization and modernity; attract clean and high-tech industry.
Regarding tourism: Hai Phong becomes a major tourist center of the country, the region and the world, in which, to build and develop Cat Ba, Do Son and Vu Yen tourist areas to become international tourism centers; invest in upgrading Hai Phong international tourism business project (associated with Casino business) in zone 3 of Do Son district with the scale of a 5-star resort and shopping center; focus on developing eco-tourism.
Regarding seaports: Speed up the supervision of planning, relocate and rearrange old ports, attract large and potential investors to accelerate new investment in ports, ports and ports, especially Nam Do Son international general port according to the master plan on development of Vietnam's seaport system in the period of 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1579/QD - TTg on September 22, 2021.
Regarding traffic infrastructure development and urban space expansion: Accelerate the progress of important traffic works being implemented such as Ben Rung bridge, Nguyen Trai bridge, Lai Xuan bridge, expansion of Highway 10 and Highway 37 andthe city conjunction 2. Studying and implementing the expressway Hai Phong - Thai Binh - Nam Dinh - Ninh Binh (section through Hai Phong city). Expeditiously start the construction of Passenger Terminal 2 at Cat Bi International Airport.
Regarding planning and planning management: The city needs to urgently develop a city plan for the period 2021-2030 under the direction of the Government in Resolution No. 119/NQ-CP dated September 27, 2021, ensuring completion in 2022; the adjustment of the General Planning of Hai Phong city needs to be immediately completed and reported to the Government in November 2021 according to Notice No. 275/TB-VPCP dated October 22, 2021. Note that the process of planning and adjusting the planning to protect and preserve the landscape, especially social welfare buildings, parks and green trees approved by the Prime Minister; strengthen inspection of planning implementation, especially in industrial parks and industrial clusters.
Recommendations of Hai Phong city related to the implementation of industrial zones, economic zones, transport infrastructure and planning: Assign ministries and branches according to their assigned functions and tasks, actively consider, propose and report to the Government; support and create conditions for Hai Phong city to develop strongly, in accordance with the goals set out in the spirit of developing Hai Phong city for the whole region and for the whole country; assigned the Ministry of Transport and the Committee for the Management of State Capital at Enterprises to direct the Airports Corporation of Vietnam (ACV) to urgently carry out procedures to start the construction of Passenger Terminal 2 of the Cat Bi International Airport in the first quarter of 2022. The Ministry of Transport urgently studies and prepares detailed planning of Cat Bi International Airport (in which the planning of runway No. 2 is added)./.
