(Haiphong.gov.vn) - On the morning of March 13, in Chi Linh City (Hai Duong Province), Hai Phong City Party Committee - Hai Duong Provincial Party Committee - Quang Ninh Provincial Party Committee held a conference themed "Cooperation and development among Hai Phong City, Hai Duong Province and Quang Ninh Province”, co-chaired by Mr. Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of Hai Phong Delegation of the National Assembly’s Deputies; Mr. Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of Quang Ninh Province People's Council and Mr. Pham Xuan Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of Hai Duong Province People's Council.
The conference was attended by 03 localities’ members of Standing Committee; Leaders of People's Councils, People's Committees, Delegations of the National Assembly’s Deputies and Leaders of relevant departments and agencies.

According to the conference’s report, over the past time, 03 localities of Hai Duong, Hai Phong and Quang Ninh had actively implemented measures for cooperation and development, uniformly promulgating programs, plans and coordination regulations with active cooperation in various fields, thereby obtaining significant achievements, contributing to fast and sustainable socio-economic development in association with ensuring national defense and security; continuously affirmed the position of Hai Duong - Hai Phong - Quang Ninh as the regional driving forces with substantial contributions to the whole country’s development, specifically:
Regarding transport infrastructure connection: It was the 03 localities’ priority to accelerate the construction of transport, helping to promote regional connection (as follows), create corridors, and expand new development spaces with each locality’s signature landscape and architecture to serve tourism development and strengthen cross-border counterbalancing capacity:

In addition, the three localities had organized many cooperative activities in trade promotion, trade connection, support for businesses and households to expand goods consumption market, especially agricultural products; well cooperating with provinces and cities to developing tourism, in which regional tourism linkages among Hai Duong - Hai Phong and Quang Ninh was well promoted. Despite COVID-19’s complicated developments, the three localities managed great achievements in agricultural cooperation. Besides, many linkage models to ensure security and order among bordering localities had brought about fruitfulness, contributing to a solid people security from grassroots levels.

Reports also pointed out such difficulties and limitations during cooperation among the three localities as: discontinuous coordination lacking connection in socio-economic cooperation and environment protection; improper transport cooperation as compared with practical demands for development; asynchronous upgrade of a number of traffic routes causing low efficiency in promoting local potentials and strengths ; spontaneous cooperation among enterprises of localities in production and business without sustainability and authority’s guidance, especially the linkage development along regional product value chain. Since 2020, the tourism sector of the whole country, including Hai Duong, Hai Phong and Quang Ninh has been stagnated and seriously affected by Covid-19 epidemic.
The scene of the conference
At the conference, localities had discussed and reached consensus on the coming tasks: Hai Duong, Hai Phong and Quang Ninh would continue to closely coordinate and effectively implement the resolutions and conclusions of the Politburo and the Central Party Committee for each locality, contributing to promoting the development of regional linkages, territorial cooperation in an increasingly practical and in-depth manner according to the principle of "Sharing - Connecting - Developing together" aiming at quick and sustainable socio-economic growth associated with firmly ensuring national defense - security, improving people's living standards, enhancing the 3 localities’s role as driving forces and growth poles of the Northern Key Economic Region, the Delta Red River Region and the Northern Region.
03 groups of key cooperation contents had been identified as follows: (1) Proactively coordinate and implement the strategy: "Safe and flexible adaption and effective control of COVID-19 epidemic"; (2) Strengthen regional cooperationto promote fast and sustainable socio-economic development in association with firmly ensuring national defense and security; (3) Cooperate to urgently complete scientific dossier of Yen Tu - Con Son and Kiep Bac relic complex and landscape for UNESCO’s recognition as a world heritage.

Leaders of the 03 localities: Hai Duong, Hai Phong and Quang Ninh would encourage and create favorable conditions for Party committees, Fatherland Fronts, socio-political organizations and departments, branches to enhance meetings, exchanges, cooperation in all sectors, in which a Vice Chairman of People's Committee of each locality would take charge of regularly inspecting and directing competent authorities to discuss and unify programs for detailed cooperation contents.
