Cooperation agreement in science, technology and innovation activities between the City People's Committee and the Ministry of Science and Technology

On the afternoon of July 29, Hai Phong City People's Committee and the Ministry of Science and Technology held a signing ceremony of cooperation program in science, technology and innovation activities in the period of 2022 - 2025, with an orientation to 2030, which was attended by central and local leaders.

As for the Ministry’s participants, there were Mr. Huynh Thanh Dat, Member of the Central Party Committee, Minister of Science and Technology; Mr. Bui The Duy, Alternative Member of the Central Party Committee, Deputy Minister of Science and Technology and leaders of the Ministry’s relevant Departments and units.

As for the city, the event witnessed the attendance of Mr. Tran Luu Quang, Secretary of the City Party Committee; Mr. Nguyen Van Tung, Chairman of the City People’s Committee, Vice Chairmen of the City People’s Committee and People’s Council, Deputy Head of Hai Phong’s Delegation of the National Assembly Deputies as well as leaders of relevant departments.

In his speech, Mr. Tran Luu Quang affirmed the key significance of innovation and technology application in the national socio-economic breakthroughs. Over the past time, Hai Phong had achieved certain results which is in fact still quite modest. The meeting that day is an opportunity for Hai Phong to take advantage of the Ministry of Science and Technology’s orientation to promote the development of science and technology, innovation and high-quality human resources of the city.

Reporting the City 2020 – 2021 performance, Mr. Nguyen Van Tung, Chairman of the City People’s Committee had noted more than 20 decisions and plans on fostering the development of technology and innovation in the period of 2021 – 2025 to 2030, in which a number of relevant programs had been conducted to support enterprises’s capacity enhancement. Over the past 2 years, the City had assisted 10 technological companies’ growth, granting 10 certificate of technological enterprises. However, the application of technology into manufacturing and daily life still lacked remarkable contribution to the City’s socio-economic development.

At the event, Mr. Huynh Thanh Dat acknowledged Hai Phong's recent efforts in science, technology and innovation, suggesting the City continue its research and human resource activities and requested specific action plans among Departments of the Ministry and the City.

5 main contents in the cooperation agreements were as follows:

- Support Hai Phong in becoming the pilot locality in implementing the national strategy of science – technology and innovation;

- Strongly promote scientific research and technological development;

- Technology assessment and management of technology transfer activities;

- Promote activities for productivity and quality enhancement; develop science and technology markets, develop intellectual property;

- Support international cooperation in science, technology and innovation;

- Support to build Hai Phong into a key marine science and technology development center of the North region and the whole country./.
