(Haiphong.gov.vn) – The City People's Committee had just issued a plan on implementing Resolution No. 02/NQ-CP dated January 01, 2022 of the Government on carrying out key tasks and solutions to improve business environment, enhance national competitiveness in 2022 in Hai Phong City.

Efforts to improve business investment environment through administrative reform
The plan aimed at drastically improving business environment, accelerating the removal of difficulties and obstacles caused by negative impacts of Covid-19 epidemic, promptly supporting people and businesses to restore production, business, adapting flexibly and effectively with the diseases; striving to achieve targets according to the City's Plan on improving Provincial Competitiveness Index (PCI) in 2021-2022 to improve business environment, maintain the city's PCI ranking among the top 10 provinces, cities nationwide and in the group of localities with good economic management.
In 2021, Hai Phong had made efforts to improve business investment environment by promoting administrative reform, helping reduce time and costs for people and businesses. By the end of 2021, the City had implemented 1,232 online public services, in which there were 1,002 level 4 online public services; 230 level 3 online public services; 100% business registration certificate adjustment and issuance was implemented online; the number of enterprises conducting online taxes payment reached 99.64%; online taxes refund dossiers reached 100% regarding investment and export enterprises; 100% businesses conducted online taxes declaration; 98.02% of enterprises declaring and paying social insurance, health insurance and unemployment insurance via online transactions.... Many activities to support the city's startup community had been carried out with numerous positive results, contributing to forming the city's innovative start-up ecosystem, creating strong pervasion from business community to social community.
Support people and businesses badly affected by Covid-19 in resuming production and business
In order to drastically implement and continuously create more significant changes in business environment and improve competitiveness of the City, The City People's Committee required departments, branches, units, districts to perform digital transformation tasks and solutions according to the "National Program on Digital Transformation to 2025, with orientation to 2030" in association with administrative reformation in which it was of priority to focus on applying information technology to transparentize administrative procedures; databases sharing for state management and socio-economic development. Besides, the City resolutely cut down and simplify administrative procedures, reduce compliance costs in all areas, focus on researching solutions to administrative reform for projects in digital transformation, energy transformation, green technology...; attach administrative reform to e-Government building towards digital government; receive and promptly handle effectively feedbacks, recommendations of businesses and people about difficulties in carrying out regulations related to investment and business activities... It was also necessary for the City to continuously pay attention to support people and businesses badly affected by Covid-19 pandemic to resume production and business.
