Conference on Digital Signature and Centralized database – Foundation for Digital Government and Digital Citizenship

The Conference was attended by Vice Chairman of the City People’s Committee Hoang Minh Cuong and representatives of Ministry of Information and Telecommunications, Ministry of Domestic Affairs, Ministry of Health, Ministry of Education and Training, leaders of the city’s departments, agencies and localities.

Director of the City’s Information and Communications Department Luong Hai Au gave opening speech at the Conference.

In 2022, Hai Phong City will strive to make comprehensive development in digital transformation across all sectors, levels and in the public, regarding it as a key for the city’s sustainable growth, in which digital signature system and centralized database lay a firm foundation for breakthroughs in administrative reform and digital transformation in all fields.

Mr. Dang Thanh Tung, Director of the State Archives and Records (Department of Domestic Affairs Ministry) shared new perspectives and targets on historical and specialized storage, responsibilities of central provinces and cities.

The Conference is an occasion for the city’s departments, agencies, urban and rural districts, relevant units to review the Government’s directions on digital transformation and pratical experiences for a better implementation of the work at each units under the spirit of of the Action Program to implement Resolution No. 03-NQ/TU issued by the City Party Committee’s Standing Board on Hai Phong City’s Digital Transformation by 2025, vision to 2030.

At the Conference, speakers presented issues relating to: state agencies’ database; Opportunities, challenges, and directions on digital transformation in Health and Education sectors; Digital signature, long-term data storage and data authentication; Application of digital signature to online public service; digital exchanges, etc,… focusing on new perspectives, targets on historical - specialized storage, responsibilities of central provinces and cities; issues in building digital government, economy, society in the health sector; digital transformation in health care and diseases prevention; digital transformation in hospitals; suggestions for digital transformation in Hai Phong City’s education and training sector,...

Conclusing the Conference, Vice Chairman of the City People’s Committee Hoang Minh Cuong emphasized, with a solid politico – economic – social ground, Hai Phong City would soon overcome difficulties caused by COVID-19 to grow and make preparation for new stepping stones to demonstrate the city’s central role and to become a city among Asian leading cities with high level of development.

The Vice Chairman assigned Department of Information and Communications to be in charge of working with relevant departments and agencies to give consultancy to the City People’s Committee in drafting measures for digital transformation as well as safe, stable, connective State agencies’s database towards centralized storage in line with current regulations. Besides, the Department was responsible for providing support in digital transformation of other departments and agencies according to the regulations and based on a common platform to ensure the connectivity across the city’s data..

Currently, the city’s storage work has been at a revolutionary transition from paper to digital storage, requiring adequate technical facilities, user identification and authentication through digital signature system and ID to ensure safety, confidence and legality in digital environment, building qualified digital storage for Digital Government and Digital Citizenship.
