Clean energy production: a new potential of HaiPhong City

The offshore areas of Bach Long Vi Island are attracting the attention of many big investors to produce wind power.

(HPDT)- In 2020 and 2021, many investors came to HaiPhong to conduct research, survey and investment in energy production. Notably, these are all large-scale projects with the production of clean and environmentally friendly energy. If these projects are implemented successfully, they will open up the development direction of a new sector with full potential and advantages for HaiPhong.

Many proposals of large enterprises

As a sunny and windy seaport city, it can be seen that HaiPhong has a lot of potential to produce clean and environmentally friendly energy. Therefore, in 2 past consecutive years, many big investors have come to research and invest in HaiPhong. Notably, most of them are big investors with sufficient financial capacity and implementation experience.

Specifically, from 2020, ExxonMobil Cooperation has proposed to develop an integrated LNG gas power project in HaiPhong City. The project will be implemented by ExxonMobil and JERA. According to the memorandum of understanding signed between HaiPhong and ExxonMobil, the parties agreed to expand cooperation to exchange researches, expertise and know-hows in the field of LNG import infrastructure, gas power plants and related issues for successful experiment and operation of the project. The plant is expected to be constructed in Hung Thang Commune, Tien Lang District with a capacity of 4500 MW.

Along with that, Vingroup also proposed to build an LNG gas power plant on Cai Trap Island, Cat Hai District, with a capacity of 1600 MW.

Not only gas power, HaiPhong also attracts many investors who want to produce offshore wind power. The largest project is the one of Orsted Group (Denmark) in partnership with T&T Group Joint Stock Company. Accordingly, investors wish to study and implement the HaiPhong offshore wind power plant project. The total capacity of the plant is 3,900 MW; total investment capital is 11.9-13.6 billion USD. The proposed research location is the sea areas in the Southeast, about 14 km far from Bach Long Vi Island with an area of about 870 square kilometers. The project will generate about 13.7 billion kWh of electricity annually. In addition, Bitexco Energy Joint Stock Company proposed to build an offshore wind farm in the area of Bach Long Vi Island District with a capacity of 3,300 MW; XuanThien NinhBinh Co., Ltd. proposed to build a wind power project with a capacity of 3,000 MW; XuanCau Co., Ltd. proposed a project with a capacity of 3,000 MW; Trung Nam Construction Investment Joint Stock Company proposed a project with a capacity of 3,000 MW… It can be seen that the wind energy source of HaiPhong is quite abundant; the ability to produce wind energy is very feasible with the participation of many big investors.

In addition to gas power and wind power, HaiPhong is also promoting necessary steps to produce waste power. Specifically, the City is calling for investment in construction of waste treatment plants to generate electricity. Accordingly, there will be a factory in Dinh Vu, Hai An District with capacity of 40 MW; a factory in Tran Duong Commune, VinhBao District with capacity of 20 MW. By these factories, HaiPhong has both solved difficult waste problems in urban and rural areas, and had new energy sources.

Large scale and modern technology

According to leaders of the Department of Industry and Trade, the proposed new projects all have a very large scale and capital of up to billion USD. Exxon Mobil Group's LNG gas power plant complex project has a total investment of about 5.09 billion USD.

The project uses mixed gas turbine technology, divided into 2 phases: Phase 1: 3x750MW capacity will be put into operation in the period of 2026 -2027; Phase 2: 3x750MW will be put into operation in the period of 2029 - 2030. The proposed project of Orsted Group and T&T Group has a total capacity of 3,900 MW divided into 3 phases with 1,300 MW capacity for each phase, operating in 2029, 2035 and 2037; total investment for each phase is about 3.95-4.5 billion USD, the total capital of whole project is up to 11.9-13.6 billion USD. The representative of Orsted Group said that the project will generate about 13.7 billion kWh of electricity annually, designed, built and operated in harmony with existing shipping routes. The investor also said that HaiPhong has great potential to become an offshore wind power center. With 30 years of experience in developing, constructing and operating offshore wind farms of 7,600 MW in operation; 2,300 MW under construction; 15 GW putting into operation in 2025 and 3,000 full-time employees, investors believe that they will be able to carry out the project in HaiPhong successfully.

Leaders of the Department of Industry and Trade said that HaiPhong City has a full system of deep-water ports, international airports, modern and convenient traffic. Therefore, the city's industry develops sharply, industrial production index grows by nearly 20%/year; electricity consumption is also increasing rapidly; it is expected to double development by 2030 compared to the present. Therefore, the desire of many large corporations and enterprises to invest in clean energy projects in HaiPhong is an inevitable trend, meeting the electricity requirements for production and people’s life in the future.

Identifying clean energy production as a new potential sector, at recent meetings of the Prime Minister Mr. Pham Minh Chinh; Deputy Prime Minister Mr. Le Van Thanh and leaders of central ministries and agencies in HaiPhong, the City always proposed that Ministry of Industry and Trade and the Government should pay attention, facilitate and supplement above specific projects of HaiPhong on Power Master Plan No.8. Thus, HaiPhong will have enough conditions to attract investment in this potential industrial production sector.
