In 2024, the Hai Phong Economic Zone Authority (HEZA) acted proactively, decisively, and flexibly, with creativity and strategic focus, overcoming numerous difficulties and challenges to implement comprehensive and highly effective socio-economic tasks. HEZA continued to make breakthroughs in foreign direct investment (FDI) attraction, achieving 242% of the annual plan, successfully completing all 18 assigned tasks and surpassing all 5 assigned targets.

The Authority actively pursued a selective investment approach, prioritizing the attraction of environmentally friendly, high-tech enterprises with strong financial capacity and high contributions to the city’s economy, capable of creating spillover effects and drawing domestic enterprises into its development orbit. This strategy aligned with the city's focus on three core pillars: high-tech industry, seaport-logistics, and tourism-commerce. In 2024, HEZA organized and participated in 46 investment promotion programs and conferences, including 9 held in key markets such as South Korea, Japan, China, and Taiwan (China), establishing connections with major global organizations, particularly in the semiconductor and artificial intelligence (AI) sectors.
In 2024, foreign direct investment in industrial parks and economic zones reached USD 4.35 billion, equivalent to 242% of the annual plan, raising the total cumulative FDI capital to USD 30.3 billion. Projects in high-tech, processing and manufacturing, and logistics accounted for over 77% of all investments. Enterprises operating within the zones achieved high production and business efficiency, with all key indicators exceeding planned targets. Estimated revenues for 2024 reached USD 33.5 billion (105% of the plan), exports USD 28.5 billion (109%), imports USD 22.8 billion (107%), and budget contributions VND 12,350 billion (104%). The total number of workers employed in the economic zones rose to 210,182, a 13.5% increase year-over-year (from 185,222), with an average monthly income of VND 11.52 million per person, equal to 2023. Labor relations, public order, and occupational safety and hygiene were ensured, with no collective labor disputes reported.

HEZA also proactively advised and proposed to the City Party Committee, the People’s Council, and the People’s Committee on several strategically important tasks. These included preparing the proposal to establish the Southern Coastal Economic Zone of Hai Phong for submission to the Prime Minister, revising the master plan for the Dinh Vu – Cat Hai Economic Zone, participating in the project to develop a free trade zone, attracting investments in worker and social housing, and focusing on training programs to improve the quality of the city’s human resources. The Authority placed strong emphasis on enterprise support, creating favorable conditions for stable and sustainable business operations and contributing to a transparent, secure, and highly competitive investment environment in Hai Phong.
Alongside socio-economic development tasks, HEZA also promoted corporate social responsibility among enterprises. In 2024, it organized Tet gift donations for 500 households, built housing for 14 policy beneficiary and poor families, with a total value of over VND 2.1 billion. It also donated 180 computer sets to students and schools across the city, supporting teaching and learning and promoting digital society development. Nearly VND 8 billion was provided in aid to localities, businesses, and households severely affected by Storm No. 3 (Yagi). The Authority also focused on training and job placement support for demobilized soldiers in the city, providing training and employment opportunities to nearly 1,000 former servicemen. Enterprises and investors actively participated in social and charitable activities organized by the city and local authorities.
Looking ahead, 2025 will be a pivotal year, marking the conclusion of the 2021–2025 socio-economic development plan and laying the groundwork for the next phase. To achieve this goal, the Hai Phong Economic Zone Authority will continue to uphold solidarity, creativity, and determination in fulfilling key tasks. These include exceeding the FDI attraction target of USD 3–3.5 billion; developing the Southern Coastal Economic Zone; preparing the general planning for its construction; implementing new industrial parks and eco-industrial zones; promoting digital transformation; streamlining the organizational apparatus; and enhancing administrative management, reform, and investment environment improvement. These efforts aim to maintain Hai Phong as a trusted destination for both domestic and international investors, driving the city toward strong and sustainable growth in the future.
