City's economic situation in January 2025: Ready for breakthrough growth

Building on the achievements of 2024, the socio-economic activities of the city in January 2025 continued to recover, with many key indicators related to production, business, industrial output, foreign direct investment (FDI) attraction, and state budget revenue showing positive growth. The city maintained its leading role in social welfare efforts, caring for citizens' lives, and continued to be a reliable, attractive destination for investors. These are optimistic signals for a new year of acceleration and strong development.

 

Many Indicators Show Positive Growth

According to the city's Statistics Office, the socio-economic situation in January 2025 remained stable with positive developments. State budget revenue reached VND 14.947 trillion, accounting for 12.66% of the estimate and increasing by 34.2% compared to the same period last year. Domestic revenue was VND 9.9039 trillion, equal to 19.42% of the estimate set by the City People’s Council and 150.8% compared to the same period in the previous year. The Consumer Price Index (CPI) in January rose by 0.97% year-on-year; goods were abundant, with diverse designs and reasonable prices.

Thanks to its seaport infrastructure advantage, the city has continuously created favorable conditions for investors—this is a key factor helping Hai Phong remain among the top localities in attracting foreign direct investment. Currently, the city has 1,035 valid projects with a total investment of USD 33.8 billion. Total FDI attraction reached over USD 149.94 billion, with 16 new projects licensed totaling USD 122.64 million. Ms. Trần Thị Tố Loan, Deputy General Director of Sao Do Group, noted that the city has recently welcomed several delegations, organizations, and foreign enterprises for visits and working sessions, as well as organized overseas missions to promote cooperation and investment. This reflects the city's progressive and proactive attitude, creating favorable opportunities for attracting FDI to Hai Phong.

Mr. Lê Gia Phong, Director of the Statistics Office, stated that production and business activities grew positively, meeting both export and Tet consumption demands. The Industrial Production Index (IIP) in January 2025 rose by 15.16% due to the Tet holiday resulting in fewer working days compared to the previous year. The trade and services sector also grew strongly; total retail sales and service revenue in January increased by 14.08% compared to the same period last year. The number of international visitors to the city increased slightly, reaching 73,300 arrivals. Agricultural production was ensured, livestock diseases were well controlled, and aquaculture and exploitation activities were intensified to meet consumer demand. At the same time, all levels and sectors actively cared for and prepared for Tet celebrations, with cultural, social, welfare, tourism, sports, and communication sectors continuously promoted.

 

Continued Improvements in the Investment and Business Environment

In the context of unpredictable developments due to global economic and political influences, the city faces heavy tasks in 2025. On the first working day after the Tet holiday, the Standing Committee of the City Party Committee convened to discuss solutions, determined to achieve a GRDP growth rate of at least 12.5%, creating momentum to reach the high growth goal of 15.6% for the 2026–2030 period. The city also set targets including: IIP to grow by 17%; state budget revenue to exceed VND 118 trillion; total social investment capital to reach VND 240 trillion; export turnover to hit USD 37 billion; FDI attraction to reach USD 4.5 billion; and to welcome 10 million tourist arrivals.

Therefore, building on the achievements of the year’s first month, Party Secretary Lê Tiến Châu called for high focus on formulating breakthrough and distinctive mechanisms and policies to drive the city’s development; removing bottlenecks and commencing key motivational projects. These are immediate tasks to generate fresh growth momentum for the city.

The city directed departments and agencies to effectively implement Conclusion No. 96 of the Politburo regarding continued implementation of Resolution No. 45 of the 12th Politburo on building and developing Hai Phong to 2030 with a vision to 2045; urgently deploy the Southern Coastal Economic Zone with an area of 20,000 hectares; complete and submit the proposal for the establishment of a new-generation free trade zone in Hai Phong to competent authorities. Accordingly, investment attraction and business environment improvement continue to be top priorities. This includes enhancing support measures, resolving difficulties for businesses, expediting procedures and large-scale investment projects in industrial parks; maintaining regular dialogue mechanisms with investors and businesses; and boosting the effectiveness of investment promotion.

With a proactive and determined approach, the city urged agencies, localities, and units to swiftly apply new regulations and boldly implement solutions to accelerate public investment disbursement, planning tasks, and national target programs. At the same time, the city will continue to focus on developing cultural and social sectors, ensuring social welfare, prioritizing the completion of social housing projects and housing for those in need. It will also restructure and streamline the organizational apparatus and workforce, align staff restructuring with downsizing, and ensure uninterrupted, effective operations across agencies and units.
