(Haiphong.gov.vn) – On February 14 afternoon, the City People’s Committee organized online conference on the pandemic COVID-19 prevention and control which was hosted by Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee The conference was attended by Mr. Tran Luu Quang, member of the Central Party, Head of Hai Phong Delegation of the National Assembly’s Deputies. and representatives of relevant Departments, units, and localities.

According to the report of Mr. Phan Huy Thuc, Deputy Director of Health Department, by February 13th 2022, Hai Phong City recorded 68,091 COVID-19 cases, by now 35,558 cases recovered and discharged from hospitals, 110 deaths ( 0,16%); 32.423 cases in treatment, in which, 31.032 cases receiving treatment at home (95.7%), and 1,391 cases getting treatment aid healthcare facilities.

Representative of the Health Department also mentioned that at present a number of residents infected by COVID-19 had not informed the authorities but buy medicines for self- treatment at home, which made it difficult for medical units in supervision and treatment. Numerous units and people had been negligent in the epidemic prevention. Meanwhile, human source at a number of healthcare facilities had been insufficient regarding the growing number of infectious cases, causing difficulties in managing and treating F0 at home. Besides, the human shortage got worse as many healthcare staff had been infected with COVID-19 in the public and treatment areas. Health Ministry’s antiviral drugs had not been enough to meet treatment demands. The pandemic COVID-19 had been developing sophisticatedly and unpredictably, preventing authorities in being proactive to estimate drugs procurement.

At the meeting, Director of Education and Training Department Bui Van Kiem informed that by 11h30 of February 14, Hai Phong City’s Education and Training sector had got a total of 2,652 cases, including 1,288 teachers and 21,364 pupils. Among them, 6,104 cases had not yet got vaccinated; had not yet recorded any cases with severe but mainly mild symptoms
According to Director of Education and Training Department, children at school or at home faced the same risk of infection because children had contacted with their grandparents, parents, relatives who were potentially carrying the virus. From the City’s Education and Training sector’s perspective, schools had always been in place to welcome pupils, even 01 pupil, back to school. Through checking on the first schooling day after Tet holidays, schools had implemented various measures for the pandemic prevention and control, and had been careful when children got back to school. At present, the percentage of pupils all levels going back to school was as follows: 15% at preschool level, 28% at primary level, 43% at junior level, and 27% at all levels (not yet including high-school). At kindergarten level, it was not compulsory for children to go to schools and during that period, education program mainly focused on review and practice skills instead of new academic lessons.
Regarding citizens’ recruitment for army enlistment, the City Military Command suggested localities organize quick handover ceremonies limiting relatives in farewell activities. Quick antigen tests had been conducted at ward/communes before handover ceremonies, and the results were sent to receiving units. F0 rookies were requested complete treatment at localities in 14 days and sent to receiving units when recovered.

Addressing the meeting, Secretary of the City Party Committee Tran Luu Quang underlined that it was vital to be not subjective, nor getting panic in the pandemic prevention and control, because COVID-19 death rate had been lower than that of the national average; healthcare facilities had currently been sufficient for severe case treatment. The City had been ready to allocate budget for combating the pandemic. For community-based care teams, the Secretary proposed to assign each locality to take initiatives and strengthen forces with staffs well qualified for giving treatment to F0 at home, operating based on the principles quality over quantity. He also agreed to mobilize medical students to support where suffering the most medical pressure. Besides, the Secretary requested for propaganda fostering to raise public awareness so that people would not be subjective nor panic. The City needed to prepare measures in place in case the number of cases increased while more and more healthcare staff got infected.

In conclusion, Chairman of the City People’s Committee Nguyen Van Tung held that because the number of COVID-19 cases have been increasing compared to that before Lunar New Year, localities should focus more on the pandemic prevention and control, including propaganda, in order to help people not to be subjective and panic, especially be careful in self-medication due to potential side effects.
Regarding those going to work, students going to school, F0 cases were permitted home treatment, F1 cases with negative test results could going to work and school. All schools resumed and offered day-boarding as normal.
The City decided not to open more mobile medical stations, but would increase human and material resources for those medical stations. The City mobilizes students of Hai Phong University of Medicine and Pharmacy, Hai Phong Medical College, and Hai Phong University to support mobile medical stations at localities having numerous infected cases from February 16 to March 16 with allowances, and assigned Health Department to manage appropriate timeline for children’s direct study at school.
Regarding the establishment of community-based healthcare teams, the Chairman agreed to pilot at localities with a high number of cases, such as: An Duong, Hai An, Ngo Quyen Districts with 5-6 teams of 5-6 young staffs per district, allocating allowances. COVID-19 Prevention and Control Centers at wards/communes would operate at the same place with the mobile medical stations, strictly following direction of the Prime Minister.
The City needed to prepare forces in place for treatment on the second floor of Viet-Tiep Friendship Hospital, having plans for human resource from other hospitals to Viet-Tiep Friendship Hospital, from other faculties to severe COVID-19 case treatment areas. The City would be proactive in asking for drugs supply from Ministry of Health.
The Chairman of the City People’s Committee also required the City’s Department of Health to inspect counters selling COVID-19 treatment drugs violating’ regulations. The Chairman encouraged people to self-test and inform local authorities when getting positive result.
