Wishing New Year to the Party Committee, Authority and People of the City, Chairman of National Assembly Mr. Vuong Dinh Hue highly appreciated and warmly praised the outstanding results achieved by the Party Committee, Authority and People of the City in 2021, Lunar New Year of Tiger and the first months of 2022. Chairman of National Assembly affirmed: In the past time, on the basis of Directive No. 11-CT/TW dated December 8, 2021 of the Secretariat of the Party Central Committee on organizing Lunar New Year of Tiger 2022 and Directive No. 35/CT-TTg dated December 31, 2021 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2022, ministries, branches, localities and units are well prepared to serve people celebrate Tet Holiday, strictly comply with regulations on COVID-19 epidemic prevention and control, promote activities of production, business and economic development ... According to general assessment, on Lunar New Year of Tiger 2022, activities of greeting new spring, celebrating the founding anniversary of Communist Party of Vietnam across the whole country were associated with epidemic prevention and control, ensuring Tet holiday to take place joyfully, safely and healthily. Leaders of the Party and State who visited and wished New Year to 63 provinces and cities of the whole country all recognized the joyful and meaningful atmosphere of welcoming Lunar New Year; many tourism and entertainment areas are crowded with visitors, signaling good news of the reopening of the tourism sector. Together with other localities, HaiPhong has thoughtfully organized Tet holiday in the spirit of Directive 11 - CT/TW of the Secretariat and Directive No. 35/CT-TTg of the Prime Minister.

Chairman of National Assembly Mr. Vuong Dinh Hue stated that in 2021, the whole country faced many difficulties due to the negative impacts of COVID-19 pandemic, many productions and business activities have been stagnated, and all aspects of social life have been limited in development. In that context, HaiPhong City is still the bright spot of the whole country in terms of high growth rate, specifically, GRDP reached 12.38%, nearly 5 times higher than national average; State budget revenue, including domestic revenue, import-export revenue... all reached very high levels. The City has spent a lot of resources to carry out many socio-economic development projects and estimate budgets for upcoming years. The prevention and control of COVID-19 epidemic was highly effective, and the City basically controlled the epidemic situation. The activities of building and rectifying the Party and political system have been well implemented to create solidarity and high consensus among the city's people. Along with that, right in January 2022, HaiPhong achieved many good start results, higher than the same period in 2021. Those results showed signals of the city's recovery and development in 2022 with many very high goals and targets, contributing to the realization of Resolution No.45-NQ/TW dated January 24, 2019 of the Politburo on the construction and development of HaiPhong City to 2030, with a vision to 2045.

Regarding tasks put forward in 2022, Chairman of National Assembly suggested HaiPhong City Party Committee continuously lead and direct the Party Committee, Authority and People of the City to perform well tasks and targets set forth of socio-economic development with a very urgent and drastic spirit right from the first days and months of year, so as not to let the situation of prolonging Tet celebrations, entertainment and festivals with tasks distraction. Seriously reviewing and implementing tasks and goals put forward in Resolution No.45 of the Politburo, which proposes solutions to increase revenue sources, including domestic revenue to create resources for the city’s socio-economic development as well as strictly control and save expenses. At the same time, in addition to implementing Resolution No. 35/NQ/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for HaiPhong City development, the City reviewed projects and continued to propose the National Assembly to consider and decide on its own mechanisms and policies, creating a premise for HaiPhong to have breakthrough development in the coming time. The Party committees and authorities at all levels focus on implementing drastically and effectively COVID-19 epidemic prevention and control program (in the period of 2022-2023) according to Conclusion No. 25-KL/TW dated December 30, 2021 of the Politburo; the key activities are on continuing to effectively implement Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on providing temporary regulations of safe and flexible adaptation, effective control of COVID-19 epidemic. Along with that, reviewing mechanisms and policies, drastically implementing resolutions, closely following central ministries and branches to remove obstacles in implementation of given tasks and objectives; continue to have goals on investment in health infrastructure; conduct natural disaster prevention and control, climate change; upgrade transportation infrastructure; build social houses... At the same time, continue to develop industry, build new exemplary rural areas, and create pilot models of the whole country... Prepare well necessary conditions for reopening schools to welcome pupils all levels back to schools in accordance with direction of the Government; continue to strengthen national defense and security, prevent and fight crime, reduce serious cases; continue to carry out tasks of building the Party, fighting against corruption, wastefulness, increasing administrative reform... Chairman of National Assembly expected that the activities of the National Assembly Delegation and the City Council must become a bright spot and an exemplary model of whole country.

Reporting outstanding achievements in 2021, Standing Deputy Secretary of the City Party Committee Mr. Do ManhHien said: In the complicated situation of COVID-19 epidemic, the City has drastically directed and effectively implemented "dual goals", preventing and controlling epidemic, protecting people's health, and promoting socio-economic development. During the Lunar New Year, the City well implemented Directive No. 11-CT/TW of the Secretariat of the Party Central Committee. In which, ensured market stability, goods supply and demand; well served the demand of electricity, water, and petrol during Tet holiday; strengthened disease prevention and control. The City gave gifts to 145,858 people with the amount of more than 255 billion VND; prepared a thoughtful Tet holiday for the poor, workers, people affected by the epidemic and other cases. The City strictly implemented the Central Government's regulations, directed districts and localities to suspend the organization of festivals and fireworks during Lunar New Year, maintained activities of ensuring security and order, social safety, national defense and security ./.
