Reporting to voters on the results of the 2nd session, Mr. La Thanh Tan, Deputy Head of Hai Phong National Assembly Delegation stated: After 16 working days, divided into 2 sessions of online meetings and direct meetings, with the spirit of urgency, seriousness, solidarity and high consensus, the National Assembly completed the entire session program in the areas of legislation, supreme supervision, decision-making on important socio-economic development, national defense and security, and other contents. Resolutions on piloting a number of specific development mechanisms and policies for Hai Phong City, Nghe An Province, Thanh Hoa Province and Thua Thien Hue Province were promulgated to ensure compliance with the 2013 Constitution, creating conditions for localities to attract investment resources, increase the "breakthrough" in mechanisms and policies to promote rapid and sustainable development, create regional pervasion and premise for application to other localities. In which, it is stipulated a number of specific mechanisms and policies suitable for each locality in the management of state budget - finance; fees for visiting relics, establishment of Fund for Hue Heritage Conservation; decentralization of state management in the fields of land, planning and forestry; settlement of income issues of cadres, civil servants and public employees in accordance with the conditions and situation of socio-economic development...

Preparing for the second session of the 15th National Assembly, Hai Phong National Assembly Delegation proactively organized activities in line with the situation of COVID-19 prevention and control such as:supervising the implementation of legal regulations in agencies and units in the city area by direct meeting or through reports; consulting experts, representatives of functional departments, branches and people of the City to participate in the law projects which will be considered, approved and given opinions at the second session; organizing meetings with voters in 8 districts in the city area....

With a spirit of active works and responsibility, the city's National Assembly deputies fully participated in all sessions (both direct meetings in Hanoi and online meetings in localities). At this session, with wisdom and practical experience from units and localities, the city's National Assembly deputies actively researched documents, positively participated in discussions with great enthusiasm and high quality on the contents of meetings. At discussion sessions, the city's National Assembly gave 61 speeches discussing socio-economic development, state budget, law-making, and supreme supervision. Voters of Hai An District expressed their joys and excitements at the success of the 2nd session, which discussed and decided many important issues of the country and some localities, including Hai Phong City.

Voters stated that in the past time, the country has faced many difficulties and challenges due to natural disasters, storms and floods. In particular, COVID-19 pandemic spread widely, causing quite heavy losses. But under the leadership and direction of the Party Central Committee, the National Assembly, the Government and all levels, branches, the socio-political stability is maintained, the pandemic is basically controlled, prevented and repelled; the economy is positively developed, social security is held steadily, the position of country is enhanced, many mechanisms and policies are improved, the people's believes in the Party and the regime is consolidated and enhanced.

Voters sincerely thanked and highly appreciated the attention of the Chairman of the National Assembly, the determination and responsibility of Hai Phong City's National Assembly deputies, city leaders and central ministries, departments and branches for promulgating the resolution soon. The resolution has great significance in creating motivation and human resources for Hai Phong to develop breakthroughs, worthy of being the key point in the development quadrangle of the Northern region, for Hai Phong and for the whole country.

In order to carry out the Resolution effectively, voter Pham Thanh Van kindly asked the National Assembly and the Chairman of National Assembly to pay attention to urging, directing and supervising the implementation because the Resolution is only valid for 5 years, with many contents which must be regulated and guided by the Government, especially in researching, reviewing and removing obstacles and shortcomings of localities that are piloting specific mechanisms and policies (Ha Noi, Ho Chi Minh City, Da Nang) to make the implementation of National Assembly Resolution in Hai Phong better and more effective. The Government directed central agencies to coordinate with Hai Phong City to soon develop a scheme on establishing a free trade zone to report to the Politburo for decision, then soon submit to the National Assembly for approval, because Hai Phong is really a locality with many advantages and conditions for implementation.

At the same time, paying attention to support and restore the operation of businesses in a number of priority industries and fields with solutions to support credits, finance, production, and sustainable supply chain development;supporting digital transformation for businesses, promoting innovation; taking interest in investing in common telecommunications infrastructure platform as a foundation to accelerate the development of digital economy. Voters proposed to accelerate disbursement of public investment capital, focus on important infrastructure investment; speed up the construction of a synchronous and modern infrastructure system, especially a number of national key projects; invest in improving the quality of human resources associated with scientific, technological development and innovation.

Voter Nguyen Khanh Chi, Secretary of the Party Committee of Dong Hai 2 Ward, kindly proposed to issue a Decree on detailing and implementing the Ordinance on People with meritorious services (stipulating procedures, documents, conditions...); raise the level of social welfare to approach the new poverty standard and adopt a policy of financial support from State budget for poor households that do not get rid of poverty by themselves; propose the National Assembly to supervise the implementation of policies and laws on housing for people working in industrial parks and economic zones. At the same time, studying and supplementing the list of social housing development (including housing for workers in industrial parks) to the medium-term public investment portfolio for the period of 2021 - 2025 to soon arrange capital for actual implementation. This will create conditions for employees to feel secure and stable in their residence, ideological, while ensuring social security - housing for vulnerable people who are low-income workers; simultaneously, promote economic recovery and sustainable development, remove obstacles and difficulties for businesses.

Voter Nguyen Thi Hong Loan, Standing Deputy Secretary of the Party Committee of Nam Hai Ward, kindly asked the Central Government to continue speeding up the effective implementation of Decision No. 1230/QD-TTg dated July 15, 2021 of Prime Minister on approving Program on preserving and sustainably promoting the value of Vietnamese cultural heritage, in the period of 2021-2025; In which, it is proposed that the Central Government should review and provide funding for the overall restoration and embellishment of national-level cultural and historical relics in the City for preserving and promoting the values at national historical sites. Currently, Hai An District has 16 national historical sites, for restoration and embellishment, the approval authority is the Ministry of Culture, Sports and Tourism, while this is only a procedural matter, so she proposed the National Assembly to study and amend the Law on Cultural Heritage in the direction of decentralizing the competence to appraise and approve the dossiers of restoration and embellishment of national relics to provincial or city levels.

Voter Tran Tien Dung, Chairman of Board of Directors of Asian Star D.C Investment Joint Stock Company, Chairman of Hai Phong City Logistics Association, kindly suggested that the Government should create all conditions for 02 existing terminals No. 1, No.2 and 04 terminals under construction No. 3, No. 4, No. 5, No. 6 at Hai Phong international gateway port to been completed procedures and enterprises can deploy construction and put into operation as soon as possible, meeting the increasing demand of cargo delivery; mobilizing resources to soon build Tan Vu – Lach Huyen 2 bridge; at the same time, it is necessary to have policies to encourage enterprises to invest and develop inland waterway transport, make good use of natural river conditions, reduce logistics costs as well as reduce the load for road transport, avoid congestion, reduce traffic accidents; propose the Government, relevant ministries and sectors to soon allow domestic and international enterprises to study and build a container terminal in the South of Do Son or Tien Lang District, an area with suitable natural factors; allow Hai Phong Logistics Association to research and build a logistics center in the area of ​​Van Uc estuary, in Tien Lang District.

Voter Vu Duy Mat, Deputy Director of Cat Bi International Airport proposed the National Assembly to consult with the Government to direct ministries and branches to study aviation activities, not only transporting passengers but also transporting goods associated with air logistics services at Cat Bi international airport (currently there is no planning, development direction on this content). In fact, Hai Phong City is attracting a large amount of investment, so the demand from investors is very high (goods still have to be transported to Noi Bai International Airport, significantly affecting the time and cost of investors and the value of goods); requested the National Assembly to consult with the Government to direct Ministry of National Defense to carry out the procedures for adjusting planning and handing over defense land quickly and timely for implementing the expansion project on Cat Bi International Airport; direct Ministry of Transport to research and develop air traffic infrastructure to serve the expansion of Cat Bi International Airport in accordance with Resolution No. 45-NQ/TW dated January 24, 2019 on construction and development of Hai Phong City.

As for the proposal to build deep-water ports at Lach Huyen, connection traffic routes, Tan Vu-LachHuyen 2 bridge, the South of Do Son port, expansion of Cat Bi international airport, construction of logistics centers …, Chairman of the National Assembly emphasized that this is the inevitable development trend of Hai Phong.
