On the afternoon of November 22, Mr. Nguyen Van Tung, Chairman of Hai Phong People's Committee inspected theproject implementationsite of the passenger terminal 2 construction and cargo terminal construction investment project, handed over land and assets built at Cat Bi International Airport. According to the report, the project of Passenger Terminal T2 - Cat Bi International Airport construction with a total investment of 2,050 billion VND has a design capacity of 05 million passengersper year; 2-floor cargo terminal; functional areas of cargo station, office, car parks, internal roads, water supply, wastewater treatment, 2-wheel garage, build operate transfer…; the railroadsystem, internal roads connecting, car parking in front of the station, trees...
Up to now, CPG Singapore and ADCC Consultants have been surveyed and made the feasibility study report. Hai Phong People's Committee approved the station architecture plan, appraised and approved the environmental impact assessment. Hai Phong city’s public security agreed to the fire prevention plan for the project. The Civil Aviation Authority of Vietnam appraised and approvedthe detailed functional subdivision 1/500. The project investment preparation work has been completed basically, the project is being updated according to the new regulations in the preparation of project investment.
The Cargo Terminal - Cat Bi International Airport construction project with a capacity of 100,000 tons of cargo per year, a system of technical infrastructure storage for domestic and international airlines, the Airport Corporation ofVietnam - JSC (ACV) is urgently conducting the preparation of the feasibility study report according to the approved investment policy.
The airport expansion project phase 1 (in front of the cargo terminal) - Cat Bi International Airport has the scale to meet 04positions code E (equivalent to 7 positions code C or 02 positions code E and 04 positions code C), parking area 56,641.76 m2 with a total investment of 490 billion. The construction was started on December 29, 2020, so far the project progress has reached 57.06% and related items are being implemented.
Regarding tothe ground clearance of projects, up to now, theland area for construction works at Cat Bi International Airport has been marked as 23.55 ha, including: Terminal area T2 (12.82 ha), the aircraft parking area in front of terminal T2(7.48ha) and the reserve land area for the aircraft parking lot andair-conditioning lake development (3.25ha), has handed over the landmarks and signed the hand over report to the locality.
The land area for the construction of remaining worksis 16.9ha, including: Cargo Terminal (8.28ha). Land for head offices, ports and roads construction (7.18ha), existing roads (1.44ha), the intersection from Le Hong Phong to Cat Bi airport has been marked. Hai Phong City has handed over 54,398m2 of land to the Northern Airport Authority and the Northern Airport Authority has allocated the land to ACV to build the expansion project phase 1 - Cat Bi International Airport.

After the field inspection, listening to reports from ACV, Department of Natural Resources and Environment and comments from leaders of Hai An district and related units, Chairman of Hai Phong People's Committee Nguyen Van Tung directed, The construction of the aircraft parking lot must be completed before March 2022. Chairman of Hai Phong People's Committee Nguyen Van Tung affirmed that Hai Phong city met the requirements of the investors, handed over the clean ground to start the construction investment project of passenger terminal 2 and the passenger terminal in the first quarter of 2022. The Chairman of Hai Phong People's Committee requested the Department of Natural Resources and Environment to study, adjust, extend the list of land use in 2022 for the passenger terminal 2 as well as the cargo terminal project and submit it to the Hai Phong People’s Council. ACV will refund the capital that Hai Phong city applied for the construction of Cat Bi International Airport phase 1. Hai An District will impose administrative sanctions on households who re-encroach on land for the cargo terminal construction project; organize the coercive land recovery in accordance with the legal provisions.
Assigned the Department of Finance to study, propose procedures to request ACV to refund the construction cost of Cat Bi International Airport in phase 1. The Department of Natural Resources and Environment arranges the schedule for the Chairman of Hai Phong People's Committee to work with the army units which are parts of the projects in December 2021. At the same time, the Chairman of Hai Phong People's Committee asked ACV to coordinate with the Department of Natural Resources and Environment, and submit the Ministry of Transport to adjust the project plan. Regarding the construction of the Cat Bi Victory Monument, Hai Phong city decided to invest early; assigned the Department of Culture and Sports to make investment policies, and organize an architectural competition to start the project by the end of 2022. The Hai Phong People's Committee's Office arranges the schedule for the Chairman to work with military units on land recovery of the projects.
