On the morning of November 26, Bulgarian President Rumen Radev and a high-level delegation visited Hai Phong as part of their official state visit to Vietnam, at the invitation of President Lương Cường and his spouse.

Mr. Lê Tiến Châu, Member of the Central Party Committee, Secretary of the Hai Phong Party Committee, and Head of Hai Phong's National Assembly Delegation, along with other city leaders, presented flowers to congratulate the President of Bulgaria and his delegation..
The delegation accompanying Bulgarian President Rumen Radev included Pavlin Todorov, Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to Vietnam; ministers from the fields of Education and Science, Innovation and Growth, Tourism; and other members of the Bulgarian government.
On Hai Phong’s side, the reception was attended by Mr. Lê Tiến Châu, member of the Central Party Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation; Mr. Nguyễn Văn Tùng, Deputy Secretary of the Party Committee and Chairman of the Hai Phong People's Committee; along with leaders of various city departments, agencies, and related units

Mr. Lê Tiến Châu, Member of the Central Party Committee, Secretary of the Hai Phong Party Committee, and Head of Hai Phong's National Assembly Delegation, delivered a welcome speech.
Mr. Lê Tiến Châu warmly welcomed President Rumen Radev on behalf of Hai Phong's government and people. He expressed his best wishes for the delegation's visit to Vietnam to be highly successful and fruitful. He emphasized the historic ties between Vietnam and Bulgaria, which have endured for over 70 years, and highlighted Bulgaria's status as one of the first 10 countries globally to recognize and establish diplomatic relations with the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam). Mr. Châu affirmed Vietnam's gratitude for the sincere support and assistance Bulgaria provided during Vietnam's struggle for independence and nation-building. This visit takes place ahead of the 75th anniversary of diplomatic ties in 2025, marking a significant milestone to elevate bilateral relations in the future.

During his speech, Mr. Châu outlined Hai Phong's socio-economic achievements and the city's cooperation with Bulgarian localities. He mentioned the participation of several Bulgarian businesses in the delegation, representing sectors such as information technology, high-tech industries, and port operations. These businesses explored opportunities and visited economic facilities in Hai Phong. The Secretary expressed confidence that with support from the Bulgarian Embassy in Vietnam and Vietnam’s central agencies, the two sides would foster closer cooperation. This includes exchanging delegations at various levels, promoting business partnerships, and collaborating in international investment, trade, logistics, and business connections. Such efforts would deepen the traditional friendship and comprehensive cooperation between the two countries, as well as between Hai Phong and Bulgarian localities.

The city leaders, along with Bulgarian President Rumen Radev and the delegation, held discussions and collaborated during the visit.
President Rumen Radev expressed his gratititude and congratulated the city on its remarkable socio-economic achievements. The President reaffirmed Bulgaria’s commitment to strengthening its traditional friendship and cooperation with Vietnam, particularly through local-level partnerships. He emphasized the need to deepen ties in areas such as electric vehicle development, artificial intelligence, education and training, and tourism, with the aim of achieving tangible and impactful results that contribute to the overall success of Vietnam-Bulgaria relations.
