Convenient transportation system, better rural appearance, happy farmers, increasing budget revenue... are all significant benefits of exemplary new rural areas.
Completely changing appearance of rural areas
After completing national targets in building new rural areas in all 139 communes, Hai Phong had immediately started the construction of new exemplary countryside with remarkable achievements after more than 2 years, the most obvious of which was the changes in rural appearance.
Kien Thiet Commune, Tien Lang District was selected by Hai Phong City People's Committee in 2020 as one of eight pilot communes to build new exemplary rural areas in three areas: traffic, lighting, and environment with 30 works.

Mr. Vu Ngoc Ngung - Chairman of Kien Thiet Commune People's Committee eagerly shared with the reporters that he found the program on building new exemplary rural areas the most effective among other policies after 20 years in duty . The program had made significant changes to the locality which had been merely a pure agricultural locality with no other speciality apart from pipe tobacco and sand-worms, where local residents had low income and living standards. Native dwellers were absolutely delighted at the new rural appearance with large roads, lighting as in the urban area.
Those achievements resulted from the City leaders’ close attention and the people’s high consensus, for example in voluntary land clearance to build 25 new exemplary rural roads, even in religious area, demonstrated by the relocation of 100-year-old grave in Nam Phong village before compensation being paid. Therefore, the construction was accomplished on scheduled.

Other communes implementing the program witnessed the same better changes as Kien Thiet Commune with the construction of pavements, new routes connecting the town to villages and communes; upgrading inter-village road systems built by cement and covered with asphalt; installation of drainage system, synchronous lighting, which contributed to a green, fresh and beautiful landscape as well as higher living standard for local residents. The people, therefore, were well aware of their responsibility for environment protection
In 8 pilot communes to build new exemplary rural areas (Tan Lien, Kien Thiet, Tan Dan, Thuy Huong, Dong Thai, Gia Minh, Gia Duc and Xuan Dam), the average rate of employees in working age with regular jobs reaches 95%, the average income is at least 54 million VND/person/year, no more poor households, 90% of children go to nursery schools and 100% of 6-year-old children go to grade 1, all communes have medical stations qualified for medical examination and treatment.
The Program’s benefits for the country and people
Based on the spirit of both government’s and people’s joint effort in which the city provided material and financial support, the people provided land, the Program on new and exemplary rural area building in Hai Phong had benefited both the People and the City, helping to realize relevant goals with 12% lower costs despite a number of difficulties regarding leaderships and people’s lack of awareness.
New enlarged routes mean more convenient traffic and goods transportation, facilitating production, people’s income, better capacity of investment attraction in urban area and industrial zone construction, raising land cost by twice to 3 times in Dong Thai, 1.5 times to twice in Tan Lien and 3 times in Kien Thiet, which therefore made a better change in people’s living standard and provided more budget revenue from land auction.
The positive changes regarding rural appearance and land value were also affirmed by Mr. Mai Thanh Tuan, Vice Chairman of Dong Thai People’ Committee. The construction of new countryside gradually created favorable conditions for socio-economic development in many localities with early stable multifaceted achievements thanks to optimizing local strength.
According to statistics provided by Hai Phong People’s Committee, in two years of 2020 – 2021, the eight pilot communes had succeeded in mobilizing 4,682 household to hand over 124,224 meters of land worth 584 billion equaling to 38% of the total cost to construct 2021 new exemplary countryside works
